Overview:

We are seeking an experienced 911 Systems Consultant to support the Philadelphia Police Department's mission-critical public safety technology environment. This includes Computer-Aided Dispatch (CAD), 911 call handling, radio communications, call logging, and related infrastructure operating across multiple City locations.

Position Overview

The 911 Systems Consultant will provide technical oversight, operational support, and vendor management for the systems supporting the City's 911 operations. This position is responsible for helping maintain system availability, coordinating upgrades and deployments, resolving technical issues, and supporting the long-term 911 technology roadmap.

Key Responsibilities

  • Support the daily operation, maintenance, and availability of mission-critical 911 systems, including CAD, call handling, radio, and call logging platforms.
  • Manage system vendors, monitor SLA performance, review deliverables, and support invoice approval.
  • Coordinate system upgrades, hardware and software installations, testing, validation, and production deployments.
  • Troubleshoot and assist with the resolution of 911-related hardware, software, operating system, network, and database issues.
  • Partner with PPD leadership, City IT teams, stakeholders, and vendors to define technical requirements and prioritize technology initiatives.
  • Participate in RFPs, RFIs, proposal reviews, contract evaluations, and vendor-selection activities.
  • Support disaster recovery, continuity-of-operations planning, system validation, and major incident response.
  • Develop cost forecasts and resource estimates for 911 infrastructure, equipment, operations, and technology projects.
  • Monitor developments in 911 technology and contribute to regional, state, and City technology-planning efforts.
  • Participate in an on-call rotation and provide after-hours support during major 911 system incidents.


Required Qualifications

  • Eight or more years of progressively responsible IT experience.

Work Schedule

  • Hybrid schedule with up to two remote days per week.
  • Standard schedule of up to 37.5 hours per week.
  • Additional hours may be required during 911 emergencies with prior authorization.
  • Detailed weekly documentation of work activities and meetings is required.
