Project Overview:

Fab 62 is an advanced semiconductor fabrication facility for Intel Corporation, located at Intel's Ocotillo campus in Chandler, Arizona. As part of this work, the M&T team is responsible for delivering the engineering, procurement, and construction scope required to complete and finish-out a leading-edge chipmaking facility - a highly demanding environment where precision, cleanliness, schedule certainty, and coordination across thousands of craft and professional personnel are essential to success. The project supports the continued expansion of domestic semiconductor manufacturing capacity, contributing to a more resilient technology supply chain while creating significant opportunity for the local Arizona workforce. Joining the Fab 62 team means contributing directly to one of the most strategically important construction efforts in the United States and helping deliver the infrastructure behind the next generation of microelectronics.

Job Summary:

The role is accountable for the identification, definition, and closure of interfaces across a large multi-subcontractor execution environment, owning the interface management process end to end. Its focus is the seams between contract packages and between Bechtel's own functions: where one subcontractor's completion is another's predecessor, where a design or procurement deliverable gates field work, and where scope splits are undefined.

Major Responsibilities:

  • Interface Governance: Own the interface management plan as a component of the Project Execution Plan, together with the interface register, templates, and procedures, and deliver the training and workshops that keep project and subcontractor personnel applying the process consistently.
  • Multi-Subcontractor Interface Management: Serve as the single point of accountability for interfaces among the project's subcontractors, defining scope splits through scope-split drawings and division-of-responsibility matrices, and securing formal agreement to physical and system boundaries, sequencing dependencies, and handoff criteria between contract packages.
  • Cross-Subcontractor Coordination: Chair cross-subcontractor interface meetings and support area-based interface reviews with Area Superintendents, resolving competing sequencing, access, and predecessor-work conflicts between packages and escalating unresolved items before they affect the critical path.
  • Functional Interface Integration: Define and maintain the interface points between engineering, procurement, construction, commissioning, and start-up, including battery limits, tie-in points, and system turnover boundaries, with need dates aligned to the field sequence.
  • Interface Documentation and Quality Control: Maintain the interface register and the interface control documents and memoranda behind it, assign named Interface Owners and Approvers, review each new document for necessity, specific information requests, and realistic schedule-driven dates, and drive status from identified through defined to resolved, closing out on issuance of the confirming IFD or IFC document.
  • Subcontract and Vendor Development: Work with Supply Chain and Contracts to embed interface requirements and division-of-responsibility matrices into bid packages and subcontract terms so each subcontractor is contractually bound to the process, and track vendor data, long-lead deliveries, and OEM field service commitments that gate downstream subcontractor and tool install work.
  • Schedule Integration: Agree give and get dates for interface information, link interface resolution to design milestones and construction access dates in the integrated schedule, and quantify the impact of late or disputed interfaces.


Education and Experience Requirements:

Bachelor's or Master's degree in Engineering, Construction Management, or a related field, and 15+ years of relevant experience in engineering, procurement, construction, or project management; 19+ years of relevant experience considered in lieu of a degree.

Required Knowledge and Skills:

  • Demonstrated experience managing interfaces in a multi-subcontractor execution environment, including scope splits and sequencing dependencies between concurrent contract packages, with direct experience across at least two project phases among engineering, procurement, construction, and commissioning.
  • Working knowledge of interface management processes, registers, interface control documents or memoranda, scope-split drawings, and division-of-responsibility matrices, including the ability to establish a functioning process where none exists.
  • Ability to read and interpret a critical path schedule, link interface commitments to schedule logic and milestone dates, and influence without direct authority to drive contentious issues to documented closure.
  • Excellent communication and interpersonal skills, proficiency with document control and project collaboration systems used to issue and track interface documents, and ability to work full time at the project site and meet Bechtel and customer access, badging, and training requirements.


Preferred Qualifications
  • Experience in the semiconductor, advanced manufacturing, or data center business lines, including cleanroom construction, tool install or hook-up scope, and multi-contractor execution within an operating campus.
  • Prior experience with Intel or a comparable semiconductor customer, or prior Bechtel experience within Manufacturing & Technology; experience deploying a digital interface management platform, leading interface coordinators, or holding PMP certification or professional engineering registration.
