Full Job Description
Manages the activities and daily operations of the Property Section and the acquisition/disposal, appraisal of properties including right-of-ways, and property management (disposition). Establishes goals and objectives; develops standards, guidelines, procedures, rules and regulations and ensures compliance. Establishes priorities, coordinates and evaluates program activities; develops work/program budgets for functional operation of the Property Division.
Management Scope: Manages generally twelve (12) exempt and non-exempt staff and IDIQ contractors.
Responsibilities
1. Manages the activities of assigned staff and IDIQ Contractors related to acquisition of tax-foreclosed properties and ROW property including appraisal, property management, and title clearance activities to ensure compliance with the law, policies, procedures and interlocal agreements.
2. Develops policies, procedures and program accounting criteria; develops and approves production schedules, sets priorities and performs program evaluation.
3. Manages the development, production and updating of project status, productivity reports, data analysis to explain trends and efficiencies.
4. Manages and oversees special reviews, conducts investigations, performs internal audits and prepares reports.
5. Manages and assists with, and monitors budget; provides for technical support for researching and implementing tools, equipment, technology advancements and innovations.
6. Participates in program, audit, and business unit meetings. Liaises with and participates in preparation of interlocal agreements with Auditor's and DA's Office, and key outside agencies.
7. Performs other duties as assigned.
Qualifications
Education, Experience and Training:
Graduation from an accredited four-year college or university with a Bachelor's Degree from an accredited college or university in Business, Engineering, Real Estate, or other related field of study. Three (3) years of work related experience including one (1) year supervisory experience.
Special Requirements/Knowledge, Skills & Abilities:
Skilled in the use of standard software applications. Ability to effectively communicate both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Knowledge of local, state, federal laws and regulations relevant to operational unit and functional programs; knowledgeable of Tax Code, Property Code; knowledge of environmental/HAZMAT rules and regulations; knowledge of appraisal process and methodologies; knowledge of business practices, contract documents, real estate law and knowledge of principles and practices of public administration and management. Must possess a valid Texas Drivers License and good driving record. Will be required to provide a copy of 10-year driving history. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code. Must provide own transportation.
Physical/Environmental Requirements:
Standard office environment. Ability to travel to various work site locations.
