Overview

The Workforce Strategy Consultant serves as a strategic advisor responsible for designing and implementing innovative workforce solutions that advance organizational performance, key growth strategies, workforce sustainability, and operational efficiency across the clinical enterprise. The role partners closely with HR, Market, and System leaders to evaluate how work is performed and identify opportunities to optimize staffing models, organizational structures, workforce deployment, and productivity through workforce redesign, creating clear strategic alignment and partnerships across the clinical enterprise.

This role is accountable for identifying and implementing workforce solutions that improve organizational effectiveness, reduce administrative burden, engage artificial intelligence, address workforce shortages, enhance employee experience, and optimize labor costs while maintaining quality, safety, and patient outcomes.

Responsibilities

Workforce Strategy & Transformation
  • Develop and execute enterprise workforce transformation strategies aligned with organizational and operational priorities.
  • Lead workforce redesign initiatives including but not limited to flexible staffing models, internal float pools, international staffing, contract labor, and digital workforce that improve efficiency, effectiveness, scalability, and workforce sustainability.
  • Assess current workforce structures and identify opportunities to optimize role design, team configurations, and organizational effectiveness including structured project plans, timelines, and deliverables.
  • Deliver compelling, executive-level presentations that outline new initiatives, highlight key opportunities, and drive alignment on next steps.


Workforce Insights & Innovation
  • Analyze labor utilization, workforce productivity, turnover, vacancy rates, agency spend, and workforce effectiveness metrics.
  • Define and track KPIs tied to workforce outcomes including time-to-fill, turnover, and engagement.
  • Assist in designing and optimizing a workforce planning tool that will be used to predict future staffing needs, provide predictive intel for executive-level workforce reports, and support strategic decision-making.
  • Partner across the clinical enterprise to evaluate emerging workforce technologies and assess workforce implications of AI implementation and automation initiatives to optimize workflow and reduce administrative burden.


Executive Partnership & Change Leadership
  • Advise executive and operational leaders regarding workforce strategy to support organizational effectiveness and growth.
  • Lead cross-functional workforce transformation initiatives from assessment through implementation.

Be able to advise on key information relevant to influence senior leaders to adopt innovative workforce solutions and new ways of working.

Qualifications

Education:
  • Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, or related field.


Experience:
  • Minimum 7 years of experience in HR, talent management, program management, growth strategies, business development, or healthcare operations.
  • Experience leading enterprise-wide workforce planning or organizational redesign initiatives.
  • Experience developing executive-level business cases and strategic recommendations
  • Strong analytical capabilities with experience interpreting workforce and operational data.
  • Demonstrated ability to influence leaders without direct authority.


Preferred Experience:
  • Experience in healthcare or large, matrixed organizations preferred.
  • Experience supporting workforce transformation initiatives involving AI, automation, or digital technologies.
  • Knowledge of workforce analytics, predictive workforce planning, and labor economics.
