Summary

The Office of Human Resources Management, Learning and Organizational Development Division, is seeking a Workforce Planning Program Manager for workforce planning, succession planning, and leadership development initiatives, leading the design, implementation, and evaluation of enterprise talent management strategies that strengthen organizational capability and support mission readiness.

Duties

Serves as the NIST Program Manager for workforce planning, succession planning, and leadership development initiatives, leading the design, implementation, and evaluation of enterprise talent management strategies that strengthen organizational capability and support mission readiness.

  • Provides strategic consultation to senior leaders on workforce and succession planning, manages leadership development programs that support talent pipeline objectives, and serves as the NIST liaison with the Department of Commerce on related initiatives.
  • Identifies and analyzes workforce and organizational development needs.
  • Develops policies, processes, and data-driven recommendations to improve human capital programs.
  • Conducts research on emerging workforce trends and government-wide priorities; and exercises independent judgment in interpreting applicable laws, regulations, and agency policies to provide recommendations that inform executive decisions on strategic human capital initiatives.

Qualifications

To qualify, applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-13 level (or ZA-III at NIST). Specialized experience is defined as experience:

  • Developing, implementing, and evaluating strategic workforce planning, succession planning, and talent management strategies aligned with agency goals;
  • Conducting workforce analytics, assessing skill gaps, and trend research to deliver data-driven recommendations to executive leadership; and
  • Collaborating with senior leaders, HR officials, and cross-functional stakeholders to build organizational capacity, establish consensus, and manage projects or initiatives requiring consensus-building and strategic partnership.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
