Full Job Description
Unity Health Toronto is advancing an enterprise workforce management transformation to modernize how staffing is planned, scheduled, and deployed. This work includes implementation of a digital workforce management system alongside redesign of scheduling processes, policies, and operating models to support safe staffing, operational efficiency, and improved staff experience.

The Consultant, Workforce Management supports the design and implementation of workforce management processes and scheduling practices across the organization, including supporting the design and implementation of centralized and hybrid staffing models and workflows. Working closely with clinical and operational leaders, this role ensures workforce processes are practical, aligned with operational needs, and effectively translated into new system workflows and ways of working within a complex, unionized healthcare environment.

Process Design, Workforce Practices & Staffing Model Implementation

  • Supports design and implementation of workforce management processes, including scheduling workflows, staffing practices, and supporting policies
  • Contributes to the design and operationalization of a centralized and/or hybrid staffing office model, including workflows, service scope, roles, and interactions with operational units
  • Translates operational requirements into practical, structured processes that can be consistently applied across departments
  • Documents and validates current-state and future-state processes, identifying gaps and opportunities for improvement
  • Ensures processes align with collective agreements, staffing models, and operational realities
  • Works with stakeholders to ensure processes and staffing models are implementable, sustainable, and aligned to system functionality


Operational Engagement & Requirements Translation

  • Engages clinical and operational leaders to understand staffing models, scheduling practices, and operational requirements
  • Facilitates working sessions to gather input on both scheduling processes and centralized/hybrid staffing approaches
  • Builds alignment around future-state practices, including how work will shift between units and centralized functions
  • Identifies differences across areas and supports standardization while respecting operational needs
  • Acts as a bridge between operational teams and project teams to ensure solutions reflect real-world needs


Scheduling & Workforce Practice Support

  • Supports implementation of workforce management processes and staffing office workflows as part of the enterprise project
  • Assists in development and execution of testing scenarios, including workflow validation and user acceptance testing
  • Validates that system outputs align with defined processes and staffing models
  • Supports readiness activities for go-live, including transition to centralized or hybrid staffing operations
  • Identifies and helps resolve issues, inconsistencies, and gaps during implementation


Change Enablement & Adoption Support

  • Supports adoption of new workforce management processes and tools through engagement, communication, and guidance
  • Provides informal coaching and support to leaders and staff during implementation
  • Identifies resistance or barriers and works with stakeholders to address them
  • Reinforces standard processes and supports consistent application across the organization


Performs cross functional and other duties as assigned and/or requested.

Qualifications

  • Must have completed an undergraduate degree in Engineering, Health Administration, Business or related, Master's degree is preferred
  • Two to Five (2-5) years of experience in Workforce management / scheduling / healthcare operations, Process design, implementation, or project work, and Stakeholder engagement and facilitation
  • Strong understanding of workforce scheduling and healthcare operations
  • Ability to translate operational requirements into practical, implementable processes
  • Strong facilitation, engagement, and communication skills
  • Strong problem-solving and analytical thinking
  • Ability to manage multiple priorities in a complex environment
  • Ability to support implementation and drive adoption of new ways of working
