Duties

Help

Duties for this position include:

Conducts on-site compliance monitoring reviews and Enhanced Desk Monitoring Reviews of grantees to: evaluate the grantee's progress towards meeting the goals specified in the grant agreement with Department of Labor (DOL) Employment & Training Administration (ETA).

Ensures that grantees deliver agreed upon products and services, achieve negotiated performance outcomes, and operate in accordance with programmatic, administrative, and budgetary requirements.

Assess the quality of the program and services; ensure that grant activities are being conducted in compliance with the grant agreement and applicable Federal regulations.

Researches and analyzes federal legislation, regulations, guidance, and policy changes affecting the administration of the Carl D. Perkins Career and Technical Education (Perkins V) Act and evaluates the impact of those changes on state and local implementation.

Assists in the development, interpretation, and dissemination of policies, procedures, guidance documents, standard operating procedures, and technical assistance materials to ensure consistent implementation of Perkins V requirements.

Provides policy and programmatic guidance to internal staff, local recipients, and external stakeholders by interpreting federal and state requirements, resolving implementation issues, and promoting effective administration of Career and Technical Education (CTE) and workforce development programs.

Collaborates with federal, state, and local partners to support statewide implementation of Perkins V initiatives, improve program accountability, and promote continuous program improvement.

Manages a grant portfolio within assigned program area(s) of moderate to high complexity, scope, and impact, and conducts the day-to-day grant management for the grants within his/her grant portfolio.

Performs analyses of grant-related data, policy, and program issues, and applies problem solving techniques to address issues.

Develops comprehensive knowledge of ETA programs and applicable statutes, regulations, policies, and ETA standard operating procedures.

Provides technical assistance to grantees to assist them in accomplishing the goals and objectives of the grant by applying problem solving techniques to address deficiencies.

Effectively utilizes electronic grant management systems in accordance with established guidelines and protocols.

Maintains grant files and adheres to grant management documentation requirements established in Employment and Training Orders (ETOs).

Prepares and delivers presentations to various internal and external audiences (e.g., internal: ETA leadership and colleagues; external: grantee community and other workforce system stakeholders).

Communicates Federal and grant award requirements to grantees to ensure understanding of grant requirements & engages in on-going communication with grantees in order to establish a good communication protocol.

Qualifications

For GS-12 Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level of GS-11 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience must demonstrate FOUR (4) of the following:

1. Interpreting and applying Federal laws, regulations, and other requirements to federally funded education grants or contracts.

2. Reviewing federally funded education program proposals, grants, and other documents for technical accuracy.

3. Preparing a wide range of technical or written materials or products using Microsoft software and technology.

4. Analyzing, interpreting, or reporting on data related to federally funded education program grants or contracts to identify opportunities for improvement.

5. Delivers assistance to grantees regarding federally funded education program policies, processes, or practices.
