Summary

This position is located at a VA Fiduciary Hub. The Fiduciary Hub Manager has jurisdiction over the Management of the Fiduciary workload and serves a multi-state region. The Fiduciary Hub will maintain phone capacity to receive calls from those appointed Fiduciaries, veterans, Congressional Officers, and Service Officers.

Duties

Specific duties include:

• Provides leadership and direction to the Hub and coordinates its activities with other Fiduciary Hubs, Regional Offices, and Divisions within the Regional Office.
• Responsible for implementing laws, policies, and procedures by means of supplemental directives, interpretations, and procedural instructions.
• Resolves and shares the responsibility for final determinations on questions or interpretation of regulations, precedent decisions, instructions, and other controlling guidelines.
• Provides for uniform understanding of through training conferences, informal discussions, and instructional memorandum.
• Manages oversight of the conduct of field investigations for fiduciary matters.
• Responsible for ensuring the veterans across the multi-state jurisdiction are in receipt of the full range of VA benefits to which they are entitled.
• Ensures equal opportunities for all Hub employees and supports EEO goals and is responsible for budgetary controls and expenditures for the Hub.
• Responsible for the establishment and control of all Principal Guardianship Files (PGF), whether a paper PGF or e-file currently in Virtual VA). Constant review must be made to ensure that all material is properly captured in the system.

Relocation: Authorized. Relocation expenses and services (Permanent Change of Station - PCS) are authorized. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/14/2026.

TIME-IN-GRADE REQUIREMENT: As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement.

• For a GS-15 position you must have served 52 weeks at the GS-14 level.
• If you are a current VBA employee requesting reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS- 15 or higher and the promotion potential of your current position must be at least GS-15.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

GS-15 Grade Level:

• Specialized Experience: Applicants must have one year of specialized experience equivalent to the next lower grade level (GS-14) in the normal line of progression for the occupation in the organization.

Specialized experience is characterized by:

• Thorough knowledge of Federal, State, and local laws, regulations, policies, guides, procedures, and judicial determinations applicable to the Fiduciary Program and veterans' benefits programs (particularly compensation and pension) or similar programs to provide responsible and ethical oversight of Veteran's assets.
• Demonstrating in their work experience supervising subordinates; operating and managing a successful program operation, to include making and/or approving selections and promotions; preparing performance ratings and awards; making decisions on non-routine training needs, training requests, extensive overtime, and employee travel.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
