Full Job Description
In this role you will set strategy and drive complex compliance programs for QuickBooks Workforce across the US and Canada. Compliance operations is a critical part of our comprehensive solution that helps small and mid-market businesses manage their teams, optimize productivity, and grow faster.

As a Workforce Compliance Manager, you will own end-to-end delivery of complex, multi-jurisdictional compliance programs - defining the approach, leading research, and driving implementation across Product, Engineering, and Operations. You will shape the team's monitoring strategy, set research and documentation standards, and proactively identify where AI can solve compliance problems at scale - building workflows that expand the team's regulatory coverage and reduce manual effort over time. You will partner with Product leadership on compliance priorities, mentor team members, and ensure that regulatory requirements shape the product roadmap.

Responsibilities
  • Compliance Monitoring & Strategy - Define monitoring coverage across assigned domains - evaluating source quality, identifying gaps, and expanding the team's regulatory detection capability. Set standards for triage, routing, and documentation.
  • Compliance Research & Standards - Lead complex compliance research across multiple jurisdictions and employment law domains. Set research and documentation standards for the team, ensure requirements are complete and actionable, and mentor senior analysts on methodology and interpretation.
  • Requirements Ownership - Own end-to-end requirements for complex, multi-jurisdiction compliance programs - including employment law, payroll rules, and workforce configurations - ensuring Product and Engineering have everything needed to implement accurately and on schedule.
  • Program Delivery - Lead delivery of complex compliance programs across Product, Engineering, Legal, and Operations - defining the approach, managing dependencies, validating accuracy before release, and owning outcomes end-to-end.
  • Product & Roadmap Influence - Partner with Product leadership to shape the compliance roadmap - surfacing regulatory trends, advising on compliance risk, and ensuring upcoming regulatory changes are reflected in product prioritization and planning.
  • AI-Driven Compliance Solutions - Identify opportunities to apply AI across compliance monitoring, research, and implementation - designing and piloting workflows that expand team coverage, reduce manual effort, and improve regulatory accuracy at scale.
  • Regulatory Accuracy Reviews - Lead reviews of product setups and configurations to confirm alignment with current regulatory requirements - owning remediation within scope and coordinating resolution of complex gaps across teams.
  • Documentation & Audit Readiness - Set documentation standards, drive team process improvements and playbooks, and ensure compliance artifacts across the team support audit readiness, regulatory traceability, and institutional knowledge.
  • Lead the team's adoption of AI tools and design AI-assisted compliance workflows - including automated regulatory detection, summarization, and requirements generation - evaluating their effectiveness and expanding what's working across the team.
  • Partner with the team to evaluate AI-generated compliance detections, validate outputs, identify failure modes, and improve the reliability of automated monitoring over time.
  • Use AI as a daily research and analysis partner - synthesizing regulatory guidance across jurisdictions, accelerating complex research, and generating first-draft requirements - applying sound judgment to verify and refine outputs before use.


Qualifications
  • Proven Expertise: 5+ years of experience in payroll compliance, employment law interpretation, or regulatory research - ideally at a payroll service provider or financial technology company. Demonstrated ability to independently lead complex, multi-jurisdictional compliance programs from research through implementation.
  • Analytical and AI-first Mindset: Ability to research and interpret complex employment and payroll regulations - translating them into clear, actionable requirements for product and engineering teams. Track record of applying AI tools to accelerate research, build scalable compliance workflows, and improve team output quality.
  • Strategic Thinker: Ability to connect regulatory developments to product strategy - advising leadership on compliance priorities, risk, and roadmap implications while balancing regulatory accuracy with business practicality.
  • Exceptional Communicator: Excellent written and verbal communication skills, with the ability to influence Product, Engineering, and leadership on compliance priorities. Comfortable translating complex regulatory requirements clearly for diverse technical and non-technical audiences.
  • Technical Acumen: Deep understanding of software development approaches and Agile methodologies, with experience owning compliance requirements through full implementation cycles in a product and engineering environment.
  • Education: Bachelor's degree or equivalent work experience.

Preferred:
  • Certified Payroll Professional (CPP) designation.
  • Experience designing or improving AI-assisted compliance monitoring or research workflows.
  • Experience partnering with product teams on roadmap planning or compliance-driven feature development.
  • Familiarity with workforce or HCM compliance domains beyond payroll tax - including wage and hour, benefits, or employment law.
