Summary
Responsible for supporting the Director of AIS in overseeing the department's technical and operational requirements, project management, and end user support of the college's administrative systems. Provides leadership, supervision, and administration of Howard Community College's web site and portal including: programming, web site development, and management reporting. Provides centralized web services to meet academic, student, and business requirements. Assist in the strategic planning of web services and programs.
Essential Role Responsibilities
• Work closely with Director of AIS in administering the department's operational requirements including technical support, staff supervision, budget management, workflow activities and setting priorities.
• Share responsibility with Director of AIS in managing the college's software applications, databases, content management systems, and technology to insure optimal operation, security, recovery, and business continuity.
• Promotes and communicates awareness of campus web services to all stakeholders.
• Ensures college constituents' and stakeholders' needs are considered and incorporated into the design and structure of the college web site.
• Assists in the strategic planning process for the web and integration of campus services, academic instruction, and business processes
• Responsible for maintaining an awareness of the latest technological trends and developments as they relate to the business requirements for the college and administrative system enhancements.
• Lead implementation of software products and developing recommendations regarding college use.
• Responsible for working with senior programming staff to test, debug, implement and document complex computer programs and applications.
• Directs development, communication, and implementation of the college's portal for students, faculty, and staff.
• Responsible for designing file structures, audit trails, reports, test databases, and data backup and recovery procedures.
• Responsible for recommending changes/enhancements that improve program performance, application processing, or business performance.
• Co-manage, along with Director of AIS, the leading and participating of project planning and management by consulting with end users and programming staff to assess needs to accomplish programming and business process improvement results.
• Co-manage vendor software upgrades, website improvements, and applications that can be used to enhance the college's business processes.
• Act as as a liaison with administrative system and web enterprise vendors and campus community to keep campus systems at current releases and to provide vendor consulting and training.
• Participate in College committees to represent AIS.
• Collaborate with the Public Relations and Marketing department to maintain consistency with college branding, marketing, and content standards.
• Plans and programs new improvements and applications to the college's web site.
• Authors web standards and guidelines for ongoing maintenance of the web.
• Participate in IT management activities with the HCC IT directors and Vice President when Director of AIS is unavailable.
• Work closely with the Director in planning work schedules and setting priorities.
• Implement formal policies, procedures, and standards.
• Work closely with the Director to review and update AIS long-range plans.
• Backup for Director of AIS
• Perform other duties as assigned.
Minimum Education Required
Bachelor's degree
Experience Required
• BS degree in information systems, computer science, or related field.
• Three years of experience in IT management, enterprise project management or programmer and/or analyst or an equivalent combination of education and experience.
• Knowledge of managing enterprise administrative systems to support business processes as well as technical operations of database management, applications, processes, and supporting technologies.
• Project management experience and the ability to work with a significant level of detail.
• Business analysis and documentation experience.
• Management and supervision experience.
• Good verbal, written communication, and interpersonal skills.
• Ability to interact professionally with a diverse group of users and support staff.
• Ability to maintain strict confidentiality.
• Familiarity with computer related ADA requirements and ability to incorporate features to comply with WCAG 2.1 AA.
• Regular attendance is a requirement of this job.
• Performs all duties while considering the impact of any actions on the college's sustainability initiatives in the areas of environmental stewardship, social responsibility, and economic prosperity.

As a participating member of the Maryland Retirement and Pension System, HCC offers two retirement options: The Pension, which requires a 7% employee contribution and The ORP, a 403(b) with a 7.25% employer contribution only. Employees in positions that do not require a bachelor's degree must participate in The Pension. Employees that possess a bachelor's degree and hold professional positions that require a bachelor's degree may choose to participate in either The Pension or The ORP.
