Full Job Description
PLANT MANAGER

The Plant Manager reports to a Project Manager and guides the training and the daily activities of onsite staff and contractors at a water treatment facility. In consultation with the Project Manager, the Plant Manager may be called upon to solve or assist in solving complex operational and maintenance problems at the facility.

RESPONSIBILITIES
  • In accordance with the Project Manager's directions and expectations, this role assumes responsibility for insuring the efficient and effective operation of water treatment plants by:
  • Ensuring that prescribed schedules and operating policies and procedures are followed.
  • Making recommendations regarding improved operating systems and procedures.
  • Allocating work and providing technical direction, assistance, and training to other personnel.
  • As laid out by the Project Manager, enacting the divisional goals and strategies, operating policies and procedures, and directing implementation of approved changes.
  • In consultation with the Project Manager, making decisions on employees regarding employment, performance appraisal, salary changes, promotions, transfers, or terminations.
  • Insuring productivity levels are maintained through effective monitoring of staffing levels and financial requirements.
  • Guiding personnel to achieve optimum performance levels.
  • Partnering with the Project Manager on the preparation and administration of the annual operating and capital budget.
  • Provides safety training and models behavior in accordance with the company's high safety standards. Understands and adheres to all company health and safety procedures as they relate to essential job functions.
  • Works with staff to ensure the plant complies with all state and federal regulatory criteria and all safety policies and procedures.
  • Oversees and assists site staff in diagnosing complex maintenance problems; prepares routine and special reports detailing maintenance activities, progress, problems, and solutions. Consults with the Project Manager when the level of complexity requires it.
  • Reviews and monitors work performed and recommends appropriate improvement in equipment, techniques, and procedures. Identifies problems or issues and determines the appropriate course of action.
  • Determines action to be taken in the event of emergencies. Responds to call-outs after hours and emergencies.
  • Notifies Project Manager of conditions that have the potential to create permit violations or negatively impact customer service. Able to create short-term fixes when necessary.
  • Communicates with, and responds to, clients and customers with regard to the routine technical aspects of operation and day-to-day inquiries.
  • Evaluates bacteriological and chemical processes, sampling programs, contingency plans, and any other processes; advises the Project Manager, when necessary, on revisions to those processes.
  • Oversees the operation and repair of various mechanical equipment. Evaluates processes and power consumption for use in short- and long-term planning.
  • Coordinates maintenance activities at water and/or wastewater treatment facilities. Ensures that all equipment is maintained according to maintenance manuals, and the highest standards and practices.
  • Ensures that effluent meets applicable standard for reuses and all applicable governmental regulations.
  • Prepares and maintains activity reports concerning water production, treatment, and effluent reuse.
  • Ensures samples are collected and field tests are conducted.
  • Ensures that all appropriate records and reports are maintained and filed in a timely manner.
  • Works with the Project Manager to prepare and occasionally present oral and written reports concerning water or wastewater treatment, energy consumption, and budget analysis. These could include reports to clients as well as government agencies.

QUALIFICATION
  • Previous water or wastewater treatment experience is required.
  • Knowledge of relevant regulatory rules is essential.
  • The ability to successfully perform routine on-site maintenance and emergency repairs of treatment equipment is essential.
  • Knowledge of Wastewater Collection System Operations or Water Distribution System Operations as applicable.
  • Knowledge of process control techniques, maintenance procedures, and safe practices.
  • Must be available to respond to 24-hour emergency situations as needed.
  • Previous supervision experience required; management experience preferred.

EDUCATION/EXPERIENCE
  • High school diploma or equivalent and 5+ years' related experience or equivalent combination of education and experience.
  • Bachelor's degree in science or engineering preferred.


Physical Demands

  • Must be able to frequently lift up to 50 pounds.


  • Ability to climb ladders and stairways safely.


  • Must be able to pass a fit-test for Self-Contained Breathing Apparatus (SCBA).


  • Ability to work in confined spaces.
