Overview

The Waste Management Programs Manager serves as the technical authority responsible for implementing, maintaining, and ensuring proper flow down from relevant DOE orders and regulatory requirements, inclusive of ensuring Integrated Safety Management Systems principles are incorporated into all hands-on work at the Portsmouth Site in Piketon, Ohio. This position ensures that all Waste Management activities are in accordance with DOE O 435.1, site-specific Performance Assessments, Record of Decision (ROD) requirements, and State of Ohio regulatory obligations.

Responsibilities

  • Ensures Waste Management Programs properly flow down from relevant DOE orders and regulatory requirements, inclusive of ensuring Integrated Safety Management Systems principles are incorporated into all hands-on work
  • Responsible for ensuring compliance with Earned Value Management System for assigned work Scope.
  • Develops staffing plans and development plans for Waste Management Personnel in alignment of OBS and Baseline
  • Develop and maintain the assessment schedule to monitor the health of the Division
  • Provides leadership and motivation to subordinate personnel
  • Maintains close working relationship with Division Management and/or operational management in ensuring Waste Management services are being properly executed and needs of the company are met
  • Interfaces with groups inside and outside the organization including DOE and their oversight representatives, Division senior management, auditors and client representatives
  • Responsible for personnel actions and performance appraisals
  • Directs all activities associated with the development and implementation of policies, procedures and systems related to hazardous materials, storage, and packaging and transportation compliance program
  • Administer and maintain the records management process for the Waste Management organization.
  • Serve primary responsible party for developing, implementing and maintaining the recycle/re-use program and interfacing with approved community organizations.
  • Ensure compliance with DOE Orders, EPA regulations, and Ohio EPA requirements.
  • Support regulatory inspections, audits, and assessments (DOE, EPA, Ohio EPA).
  • Provide project planning support and technical guidance to waste generators, project personnel, and subcontractors on waste generation, storage and disposition strategies


Qualifications

Education
  • Bachelor's degree in Engineering, Environmental Science, Health Physics, Chemistry, or related technical discipline.

Experience
  • Minimum 15 years of relevant experience in radioactive waste management, environmental compliance, or nuclear operations.
  • Experience with waste characterization, certification, and acceptance processes at DOE or NRC-regulated facilities.
  • Demonstrated experience working within CERCLA and/or RCRA regulatory frameworks.

Required Knowledge, Skills, and Abilities
  • Working knowledge of:
    • DOE O 435.1 and DOE M 435.1-1 (Radioactive Waste Management)
    • CERCLA decision documents (RODs) and disposal requirements
    • RCRA waste designation and land disposal restrictions (LDRs)
    • Radiological waste characterization and classification
  • Ability to evaluate complex technical data and make defensible compliance decisions.
  • Strong written and verbal communication skills, including preparation of technical documentation.
  • Proficiency in data management systems and waste tracking tools.

Preferred Qualifications
  • Previous experience at Portsmouth/Piketon or similar DOE EM sites.

Work Environment & Conditions
  • Work is performed in both office and field environments.
  • Access to radiological and industrial areas may be required.
  • Use of appropriate PPE and adherence to site safety and radiological control requirements is mandatory.

Clearance Requirements
  • Ability to obtain and maintain a DOE L clearance (or equivalent), if required.
