Summary

Huntington Ingalls Industries, Mission Technologies (HII-MT) is seeking an experienced Logistics Manager to support the Department of State's INL/A Aviation Program across multiple U.S. and international locations. The Logistics Manager provides leadership, oversight, and strategic direction for the full spectrum of aviation logistics, supply chain management, property management, warehousing, distribution, and life-cycle support functions required to sustain a complex mixed aircraft fleet operating in austere and rapidly changing environments.

Logistics leadership and program integration are primarily conducted from Patrick Air Force Base, Florida, with travel to OCONUS field locations supporting INL/A operational requirements.

The ideal candidate possesses deep logistics expertise within the aerospace/aviation industry, an extensive understanding of international supply chain operations, and experience leading large, multidisciplinary logistics teams. This leader must be capable of executing high-tempo global sustainment operations, ensuring compliance with U.S. Government regulations, and managing mission-critical supply chains supporting both CONUS and OCONUS operations.

This position is contingent on an upcoming proposal.

What You Will Do

  • Lead and manage all Aviation Logistics Services functions including sourcing/procurement, supply chain planning, inventory control, warehousing, distribution, property management, and logistics analysis.
  • Oversee development and execution of standard operating procedures (SOPs), work instructions, self-inspection checklists, and logistics support plans.
  • Direct stock control activities including demand planning, material cataloging, ASL/bench stock oversight, and inventory accuracy.
  • Manage warehouse operations including receiving, staging, storage, HAZMAT compliance, packing, crating, cargo documentation, and material discrepancy reporting.
  • Ensure full compliance with U.S. and host-nation import/export, HAZMAT, and customs requirements for global movement of aircraft parts, equipment, and supplies.
  • Oversee government property management, ensuring accountability, lifecycle management, maintenance, and disposal in accordance with contract requirements.
  • Coordinate closely with Maintenance, Operations, Engineering, and Program Management to ensure timely, accurate, and mission-aligned logistics support.
  • Manage ground support logistics, including fuel management, vehicle operations, and support equipment sustainment.
  • Ensure accuracy and timeliness of logistics reports, data submissions, and system updates across INL/A logistics platforms.
  • Lead logistics planning and execution for contingency operations, surge requirements, and rapid deployment support to meet emergent mission needs.
  • Implement and oversee compliance with all applicable regulations including ICAP, INL/A directives, Export Control rules, HAZMAT policies, and aviation logistics best practices.
  • Drive continuous improvement initiatives to increase supply chain efficiency, reduce costs, and enhance mission readiness.


What We Are Looking For

  • 15+ years relevant experience with Bachelors in related field; 13+ years relevant experience with Masters in related field; or High School Diploma or equivalent and 19+ years relevant experience. Minimum
  • 20 years of logistics experience, including at least:
    • 5 years in a logistics management role, and
    • 15 years specialized in the aerospace/aviation industry.
  • A Bachelor's degree in a relevant field
  • Exceptional ability to manage large-scale aviation logistics and supply chains supporting dynamic global operations.
  • Strong understanding of export control compliance (ITAR/EAR), HAZMAT, customs, and international transportation requirements.
  • Demonstrated leadership in warehouse operations, materials management, supply chain forecasting, and government property accountability.
  • Proven ability to coordinate logistics activities with maintenance, operations, and program management teams.
  • Deep experience in aviation/aerospace logistics, with expertise in sourcing, procurement, distribution, and life-cycle sustainment.
  • Ability to maintain high performance in austere environments with dispersed multinational teams.
  • Demonstrated ability to manage complex logistics operations supporting aviation or technical programs.
  • Strong English verbal and written communication skills.
  • SECRET security clearance required at hire.

  • Project Management Professional Certification (PMP).
  • Microsoft Project experience.
  • Clearance: Possess and maintains a TS/SCI clearance.
