Position Overview- SCOPE OF ROLE:
Reporting to the Chief Operating Officer, the Vice President, Property Management provides executive oversight of S:US' property management operations, including rent collection, leasing, scatter site and commercial lease management, housing compliance, violations, on-site property operations, and Facilities. The VP leads a multi-disciplinary team that includes the VP of Facilities and property management Directors, and is accountable for occupancy and rent collection performance, regulatory and subsidy compliance, safe and well-maintained properties, and the fiscal integrity and operational efficiency of the portfolio. The VP develops and implements systems, performance standards, and operating plans; strengthens coordination across Facilities, Social Services Programs, Finance, Legal and other partners; and drives strategies that support regulatory integrity, resident experience, property conditions and financial performance.
- ESSENTIAL DUTIES & RESPONSIBILITIES:
- RENT COLLECTION:
- Lead S:US rent collection activities;
- Calculate subsidy & tenant share (initial + renewals);
- Manage subsidy billing, adjustments, and liaison with funders;
- Oversee tenant-share collection and coordination with Legal; and
- Conduct arrears analysis and reporting.
- LEASING AS OWNER & REAL ESTATE COMPLIANCE (Detailed):
- Maintain 95%+ leased across LP and BH portfolio;
- Oversee income certifications and rent calculations;
- Serve as primary real estate liaison with auditors & funders; and
- Oversee tenant file audits and physical property audits.
- LEASING (AS TENANT) & VIOLATIONS:
- Manage 1,200+ residential leases and 60 commercial leases;
- Track renewals, expirations, maintenance requests;
- Manage landlord relationships and lease negotiations;
- Lead violation tracking, response, and vendor coordination; and
- Submit payment requests and ensure violation removals.
- LP TENANT INTERACTION & INTERVENTION:
- Lead resident relations at LPs;
- Issue conduct letters and manage lease compliance;
- Coordinate with Legal on holdovers;
- Ensure inspections and monitor repairs & turnovers; and
- Minimize municipal violations.
- LP BUDGETS:
- Oversee budgeting and forecasting for LP portfolio.
- LEASING & MAINTENANCE OVERSIGHT:
- Provide executive oversight of the Facilities function through the VP of Leasing & Maintenance and ensure alignment between property management and facilities operations;
- Evaluate facilities operations, staffing structures, systems, and performance data and make recommendations to improve service delivery, efficiency, and accountability;
- Use Yardi and other systems to monitor work orders, response times, property conditions, and maintenance performance;
- Ensure preventive maintenance programs are established and operating effectively across S:US facilities;
- Oversee the evaluation, negotiation, and performance of vendor and maintenance contracts to support safe, clean, and fully operational properties; and
- Support organizational safety protocols and coordinate with the S:US Safety Committee, as appropriate.
- STRATEGIC OPERATIONS & PERFORMANCE MANAGEMENT:
- Direct operational planning and budgeting across Property Management and Facilities functions;
- Develop and drive action plans aligned with short- and long-term organizational goals, including emergency and inclement weather preparation and response;
- Establish and monitor key performance indicators for occupancy, rent collection, compliance, leasing, maintenance, work orders, violations, and other operational priorities;
- Evaluate systems and processes and implement improvements that strengthen controls, increase efficiency, and support high-volume transactions;
- Build and foster proactive, trusting relationships with internal and external stakeholders to achieve organizational goals; and
- Develop leaders and teams, set clear expectations, and drive cross-functional accountability and continuous improvement.

Qualifications- REQUIREMENTS:
REQUIRED QUALIFICATIONS - Bachelor's degree required; relevant advanced credentials preferred.
- Relevant certifications strongly preferred (e.g., Quadel, LIHTC compliance credentials).
- 7 -10 years of relevant leadership experience managing complex affordable/supportive housing, property management, real estate leasing and/or facilities operations, including layered funding structures.
- Demonstrated experience leading multi-site property management, compliance and leasing teams.
- Advanced knowledge of LIHTC Section 42, HOME Final Rule, Project Based Section 8, NYS HCR & NYC HPD Rent Funding Programs, FHEPS, Continuum of Care
- Proven ability to implement and improve systems that support large numbers of transactions, work orders, leases, compliance requirements, and operational reporting.
- Extensive experience with property-management systems such as Yardi and proficiency in Microsoft Office Suite, including Excel.
- Sophisticated understanding of rent collection strategies and procedures in affordable housing portfolios.
- Experience developing KPIs, managing budgets, and overseeing vendor and service contracts.
