Job Summary

The Vice President - TFA is a senior leadership role responsible for overseeing a large multi-million dollar, double digit growing business unit focused on tax, fee, and administration services for municipal clients. This role leads revenue growth strategies for the division and scaling operations, including a high-volume call center, while driving strategic initiatives related to local tax compliance, revenue optimization, and client service delivery.

This leader has full P&L responsibility, while ensuring operational excellence, scalability, and innovation across TFA services, while aligning with HdL's broader enterprise strategy. The role requires a balance of operational rigor, client-centric thinking, and forward-looking strategy to enhance service delivery through technology and process improvement.

Job Responsibilities

Operational Leadership

  • Lead day-to-day business management and operations of the TFA business unit, including call center performance, service delivery, and client support functions
  • Manage and optimize a larger and diverse revenue portfolio, ensuring profitability, efficiency, and scalability
  • Establish and monitor KPIs related to service levels, response times, compliance accuracy, and client satisfaction
  • Drive continuous improvement initiatives to enhance operational effectiveness and reduce costs


Strategic Leadership

  • Develop and execute strategies to enhance local tax and fee administration services for municipal clients
  • Identify opportunities for growth, innovation, and expansion of TFA offerings
  • Collaborate with executive leadership to align TFA strategy with enterprise priorities, including technology and product roadmaps
  • Leverage data analytics to inform decision-making and improve service delivery outcomes
  • Partner with other HdL Senior Executives and other internal teams to generate ideas related to new services, acquisitions, and growth expansion opportunities


Client & Revenue Management

  • Serve as an executive leader for key client relationships, ensuring high levels of satisfaction and retention
  • Support business development efforts through proposals, client presentations, and solution design
  • Ensure delivery of innovative tax and fee solutions that maximize revenue for municipal partners


Technology & Innovation

  • Partner with product and technology teams to implement scalable, high-performance solutions that enhance TFA service delivery
  • Champion automation, digital tools, and data platforms to improve efficiency and client experience
  • Support system implementations and process transformations that enable growth and operational excellence


People Leadership

  • Lead, develop, and scale a high-performing team, including managers and frontline staff
  • Foster a culture of high trust, accountability, continuous improvement, and client service excellence
  • Drive succession planning, leadership development, and organizational design within the TFA function


Skills and Qualifications

  • Strong understanding of local tax, fee administration, or government revenue programs preferred
  • Proven ability to manage P&L responsibility for a significant business unit ($50M+ preferred)
  • Demonstrated success in driving operational efficiency, process improvement, and scalable growth
  • Strong leadership, communication, and stakeholder management skills


Education and Experience

  • 10+ years of progressive leadership experience in operations, tax administration, public sector services, or related field
  • Experience managing large-scale operations and/or call center environments
  • Experience within industry combined with prior experience earlier career experience in strategic consulting and/or investment finance
  • Experience working in a technology-enabled or data-driven environment


Compensation

The starting base salary for this Fresno, CA position is expected to be between $173,228.65 to $216,535.82 annually. Actual salary will be determined based on skills, experience (to the extent relevant) and other job-related factors, consistent with applicable law.
