Summary

This recruitment is to fill a Budget Analyst position within the Department of Commerce, International Trade Administration, Office of the Chief Financial and Administrative Officer (ITA/OCFAO).

As a Budget Analyst, you will perform the following duties:

• Serve as a senior technical budget advisor to bureau or major component leadership, providing advice and guidance on Federal budget formulation, execution, presentation, and review, as well as related financial and resource matters.
• Lead complex budgetary analyses and activities involving funding requirements, allotments, appropriations, budget policies, and legislative and fiscal constraints; develop recommendations and appropriation language supporting program and budgetary requirements.
• Represent and coordinate bureau budget matters with OMB, Congress, and other stakeholders; provide authoritative interpretations of legislation, OMB policies, and precedents and assess the long-range effects of budgetary actions on national economic, social, and political objectives.

Qualifications

Specialized Experience Requirement:

To qualify at the GS-14 level, you must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as:

• Developing and analyzing budget requirements and funding estimates for significant programs or organizational components.
• Applying Federal budget laws, regulations, and policies to resolve complex budget issues and provide advice to management.
• Conducting budget and financial analyses and presenting recommendations on resource requirements, funding alternatives, or budgetary decisions to senior officials.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
