Full Job Description
GreenXT is seeking a Vice President of Navy Programs with a strong background and understanding of the Navy's mission, as well as experience with Naval Surface Warfare Center Philadelphia Division, Naval Sea Systems Command (NAVSEA) Headquarters (HQ) and the associated Program Executive Offices (PEO).

Working knowledge of other key Navy organizations such as the Fleet Forces and Regional Maintenance Centers is essential. This position will work to provide operations management support, strategic direction and leadership to the GreenXT Operations Division. The successful candidate will create efficiencies, develop comprehensive solutions, and mentor program management staff. This position will also work to bring in new business opportunities, assist in the preparation of winning proposals, and transition contract wins to execution.

Job Responsibilities:
  • Leverages technical, analytical, and operational expertise in support GreenXT Operations Division
  • Supports Senior Vice President of Operations to ensure quality, schedule and cost parameters are met and operations program management staff are working efficiently and successfully executing contract requirements.
  • Coordinates and participates in customer/stakeholder engagement as needed to maintain operations
  • Recommends and implements process improvements for Operations Division.
  • Develops/maintains strong ongoing relationships with the Department of Navy, engineering stakeholders, program offices, contracting personnel, small businesses, strategic teaming partnerships and industry stakeholders.
  • Leverages relationships in support of impactful growth opportunities both inside and outside of NAVSEA Headquarters
  • Collaborates with GreenXT senior growth and delivery executives to develop, execute, and refine the Navy growth strategy, in alignment with overall strategic plans
  • Develop transition plans for potential new contract awards
  • Supports internal GreenXT business development team capture and proposal activities with strategies that support growth objectives
    • Supports the identification of new business opportunities
    • Prepares for and presents opportunities for bid decisions and pipeline reviews
    • Assists/leads contract capture activities


Education and Experience Requirements:
  • BS in Engineering or Business
  • Active Security Clearance
  • Fifteen (15) years' experience in US Navy Program Management including task order management,
  • budgeting, resourcing, scheduling, planning, and estimating
  • Experience in contract and financial management, personnel management and risk/quality management
  • Experience in stakeholder management and communication, and internal/external reporting
  • Ten (10) years of experience in the operation, maintenance and/or testing of U.S. Navy ship or machinery controls systems and/or other Navy programs.
  • Effective communication skills with the ability to inform, influence, negotiate, and problem solve
  • Strong relationships within and knowledge of the Navy organization including Fleet and Civilian commands such as NSWCPD, NAVSEA, and Fleet Forces.
  • Willingness to travel as needed - up to 10%


Preferred Experience
  • Direct experience in doing business with NSWC Philadelphia Detachment.
  • Business development experience within federal/Navy programs
