Position Summary:

B2 Constructors, LLC is seeking an accomplished Vice President of Construction Operations to lead the firm's construction operations at the executive level. Reporting directly to the President, this role oversees construction operations, estimating, preconstruction coordination, project management, field execution, project financial performance, SOP development, and operational process improvement, and serves as a strategic partner in the company's growth toward its next stage of scale.

B2 is a federal prime contractor with a broad and growing project portfolio. The Vice President of Construction Operations oversees delivery across federal projects and helps expand the company's scope and capacity as it grows, including expansion into private-market work. This is a role for a driven builder who has the capacity to grow a department to the next level. The right person is decisive under real-world conditions, communicates directly with all stakeholders, hires and develops their own team, and keeps the work moving in a fast-moving, dynamic, and demanding environment.

This role is empowered to lead the operating side of the company, with authority that grows as judgment, communication, accountability, and measurable results are demonstrated.

Key Responsibilities:

1) Strategic and Executive Leadership
  • Partner with the President to define and execute corporate vision, business objectives, and growth strategy toward the company's next stage of scale and beyond.
  • Translate growth vision into operational goals and ensure alignment across project management, field operations, and preconstruction.
  • Serve as a senior representative of B2 Constructors in high-level client, federal, partner, and industry engagements.

2) Operational Excellence and Project Delivery
  • Direct project management and field operations, ensuring federal projects are delivered on time, on budget, and to B2's high standards.
  • Advance the work with the information available and adjust as conditions change, rather than waiting for perfect information. Federal construction does not wait for perfect conditions, because they never exist.
  • Establish and enforce operational standards, KPIs, and a consistent project review cadence that drive predictability and profitability.
  • Oversee estimating and preconstruction strategy in partnership with the preconstruction team, ensuring accurate, competitive proposals aligned with financial objectives.
  • Strengthen the handoff from estimating to operations so scope, assumptions, exclusions, schedule constraints, and margin strategy are understood before execution begins.
  • Identify project risks early and ensure recovery plans are developed before they become avoidable delays, margin erosion, or formal disputes.

3) Client and Federal Relations
  • Own the relationships with contracting officers, CORs, and federal clients. This requires knowing when in-person meetings are needed, and leading these in-person sit-downs.
  • Resolve issues and conflicts proactively and early, before they become formal disputes.
  • Manage subcontractor performance and relationships across the portfolio.
  • Maintain B2's contractual positions in a demanding federal environment with professionalism and a disciplined, documented approach.

4) Team Leadership and Culture
  • Build, hire, mentor, and lead the project management and field team, with real authority to grow the team as the company scales.
  • Set performance standards, develop people, and make the hard calls when performance falls short.
  • Champion a culture of accountability, collaboration, and continuous improvement.
  • Lead with optimism and decisiveness, believe in people's abilities until proven otherwise, and foster trust with clients, employees, and subcontractors.

5) Agile Leadership and Continuous Improvement
  • Help implement practical Agile and Lean construction principles across operations: clear ownership, visible work status, short feedback loops, a regular project review cadence, and fast issue escalation.
  • Run recurring operational reviews that surface constraints, remove roadblocks, assign clear owners, and keep projects moving.
  • Lead lessons-learned reviews after bids, milestones, and closeout to improve accuracy, execution, build time, and financial performance.
  • Improve processes where it adds value, building order and speed without creating unnecessary bureaucracy.

6) Financial and Business Performance
  • Oversee operational financial performance, including project budgets, forecasting, WIP accuracy, and cash flow.
  • Collaborate with finance and the President to achieve profitability targets and long-term growth objectives.
  • Support business development by strengthening client relationships and identifying new opportunities.

7) Technology and Systems
  • Drive adoption and optimization of project management, scheduling, and reporting platforms.
  • Current platforms include Procore, MS Project, Primavera P6, On-Screen Takeoff, Quick Bid, BuildingConnected, and QuickBooks Enterprise.
  • Support the selection, implementation, and adoption of an ERP system so the operations team has better visibility into cost, schedule, risk, and accountability.

Requirements

Strong Candidate Preferences:
  • 10+ years of progressive construction experience, including senior leadership.
  • Bachelor's degree in Construction Management, Engineering, or a related field, or equivalent experience that demonstrates the same capability; an advanced degree is a plus.
  • Proven leadership experience directly managing project teams and building or scaling an operation.
  • Broad command of general and mechanical construction across a varied project portfolio, sufficient to lead the team and judge whether work is advancing.
  • Experience overseeing estimating and preconstruction. Direct estimating expertise is a plus, but this role leads and oversees the function rather than performing it hands-on.
  • Strong knowledge of construction means, methods, scheduling, and financial management, including P&L oversight, forecasting, and margin protection.
  • Demonstrated ability to make sound decisions with incomplete information and keep work moving in a fast, dynamic environment.
  • Direct, effective verbal communication, with the ability to manage federal stakeholder and subcontractor relationships in person and by phone.
  • The grit to hold firm in a demanding client environment.
  • Familiarity with Lean construction or practical Agile and iterative operating models, or a demonstrated commitment to implementing them in a construction environment.

Strongly Preferred:
  • Direct experience on federal projects, with working knowledge of federal contract administration, submittals, RFIs, FAR and VAAR regulations, and pay applications. This is a strong plus. Candidates with the rest of the profile who can climb the federal learning curve will be considered.
  • Certifications such as PMP, ASHE, CCM, or Army Corps / NAVFAC Construction Quality Management (CQM).
