Position Title: Vice President, Federal Civilian Location: McLean, VA / Hybrid, with travel as required Employment Type: Full-Time Reports To: Chief Operating Officer U.S. Citizenship Required: Yes Position Summary The Vice President, Federal Civilian is responsible for the strategic, operational, financial, and growth leadership of Blackwatch's Federal Civilian portfolio. This individual will have direct responsibility for the performance and expansion of the Federal Civilian business and will serve as a key member of the company's operations team. The Vice President will provide leadership across existing programs while actively developing new customer relationships, business opportunities, and strategic partnerships. The role requires a leader who can effectively balance operational execution and P&L responsibility with business development, customer engagement, and organizational growth. This is a highly visible, hands-on leadership position for an individual who understands the Federal Civilian marketplace, builds trusted relationships with customers and partners, develops strong teams, and is comfortable operating in a growing organization where leaders are expected to contribute beyond traditional functional boundaries. Federal Civilian Portfolio Leadership - Provide leadership and strategic direction forBlackwatch'sFederal Civilian business portfolio. - Develop and execute strategies to strengthen, expand, and diversify the company's Federal Civilian presence. - Maintain responsibility for the overall performance of assigned programs, contracts, customers, and business areas. - Establish priorities and operatingobjectivesthat align the Federal Civilian portfolio with Blackwatch's broader corporate strategy. - Evaluate portfolio performance, customer needs, market conditions, and emerging opportunities toidentifyareas for continued growth. - Ensure effective leadership, communication, accountability, and execution across the Federal Civilian organization. - Build scalable organizational capabilities and leadership capacity to support new awards and continued company growth. Operational & Financial Leadership - Maintain P&L accountability for the Federal Civilian portfolio, including revenue, profitability, forecasting, resource planning, and operational performance. - Partner closely with Finance, Accounting, Contracts, Human Resources, Program Management, and Executive Leadership to ensure effective execution of Federal Civilian programs. - Monitor program and portfolio performance and proactivelyidentifyoperational, financial, customer, staffing, or contractual risks. - Establishappropriate performanceexpectations and accountability across assigned programs and teams. - Support effective resource allocation and organizational planning based on current requirements andanticipatedgrowth. - Drive operational discipline whilemaintainingthe flexibility required within a rapidly growing federal contractor. Growth & Business Development - Serve as a growth leader forBlackwatchwithin the Federal Civilian marketplace. - Identify, develop, and pursue new Federal Civilian business opportunities aligned with the company's capabilities and strategicobjectives. - Build andmaintainrelationships with existing customers, prospective customers, industry partners, and other key stakeholders. - Maintain active engagement with customers to understand mission requirements, emerging needs, funding priorities, and future opportunities. - Participate in opportunity qualification, capture planning, teaming strategy, proposal development, and other activitiesrequiredto successfully pursue new work. - Partner withBlackwatch'sbroader Growth and Business Development organization to advance opportunities through the business development lifecycle. - Leverage existing programs and customer relationships toidentifyopportunities for organic growth, follow-on work, and adjacent opportunities. - Maintain personal ownership and accountability for growth within the Federal Civilian portfolio rather than relying solely on a separate business development function. Customer & Partner Engagement - Serve as aBlackwatchrepresentative with Federal Civilian customers and industry partners. - Establish andmaintainstrong, trusted relationships with senior customer stakeholders. - Ensure customer concerns, requirements, and priorities are understood and appropriately addressed throughout the organization. - Develop relationships with potential teaming partners, technology partners, subcontractors, and other organizations that support Blackwatch's growth strategy. - Represent the company at customer meetings, industry events, conferences, networking activities, and other external engagements. - PromoteBlackwatch'scapabilities, culture, and value proposition within the federal contracting community. Marketing & Market Presence - Support the development and execution of marketing and outreach activities that advance Federal Civilian growthobjectives. - Identifyconferences, customer events, sponsorships, networking opportunities, and other activities that provide strategic value to the company. - Recommend marketing investments based on business priorities and expected value. - Coordinate proposed marketing expenditures through established company approval and budgeting processes. - Partner with executive leadership and other business leaders to continuously strengthenBlackwatch'spresence and reputation within targeted Federal Civilian markets. Executive Leadership & Organizational Development - Serve as a collaborative member ofBlackwatch'soperationsteam and contribute to broader company strategy and decision-making. - Develop, mentor, andretainhigh-performing leaders and employees within the Federal Civilian organization. - Establish clear expectations and empower leaders to take ownership of their programs and responsibilities. - Partner across business units and functional areas toeliminateorganizational barriers and improve company-wide execution. - Help develop processes, infrastructure, and organizational capabilities necessary to support Blackwatch's continued expansion. - ModelBlackwatch'sexpectations for integrity, professionalism, accountability, collaboration, and respect in all interactions. - Support a culture in which operational excellence, customer service, employee experience, and sustainable growth are equally valued. Qualifications - Bachelor's degree in Business, Management, Engineering, Technology, or a related field, or equivalent combination of education and relevant experience. - Significant leadership experience within the federal government contracting industry, withdemonstratedexperience supporting Federal Civilian customers. - Demonstrated experience leading complex programs, portfolios, business units, or organizations. - Experience with P&L management, financial performance, forecasting, and business planning. - Demonstrated success developing customer relationships andidentifyingor pursuing federal business opportunities. - Strong understanding of the federal contracting environment and business development lifecycle. - Experience working collaboratively across Operations, Business Development, Contracts, Finance, and other corporate functions. - Demonstrated ability to develop and lead high-performing teams. - Senior-level communication, presentation, relationship-management, and decision-making skills. - Ability to travel regularly for customer meetings, conferences, industry events, and other business requirements. - U.S. Citizenshiprequired. Preferred Qualifications - PreviousVice President, General Manager, Portfolio Executive, or comparable leadership experience within a federal contractor. - Demonstrated success growing a Federal Civilian portfolio or business unit. - Established relationships across Federal Civilian agencies and the federal contracting community. - Experience leading both operational/program delivery and business development functions. - Experience with capture strategy, teaming, proposal development, and federal opportunity pursuits. - Experienceoperatingsuccessfully within a high-growth or entrepreneurial federal contracting environment.
