Position Title: Director of Business Development
Location: McLean, VA / Hybrid, with significant travel as required
Employment Type: Full-Time
Reports To: Sr. VP of Strategic Growth

Position Summary

The Director, Business Development is responsible for representing Blackwatch in the federal marketplace, developing relationships with customers and industry partners, identifying and advancing new business opportunities, and supporting the day-to-day execution of the company's growth strategy.

This is a highly external, relationship-driven role. The Director will regularly engage with current and prospective customers, teaming partners, industry organizations, and other stakeholders to increase awareness of Blackwatch' capabilities and create opportunities for continued growth.

In addition to external engagement, the Director will provide hands-on support throughout the business development lifecycle, helping coordinate opportunities, partner activities, NDAs, follow-up actions, and internal stakeholders necessary to move potential business forward.

The successful candidate will be proactive, highly accountable, comfortable traveling and networking, and willing to personally execute the activities required to build relationships and generate growth. This position requires an individual who does not view business development as a desk-based function but rather understands that meaningful growth requires consistent engagement with customers, partners, and the broader federal contracting community.

Business Development & Opportunity Identification
  • Identifyand develop new federal business opportunities aligned with Blackwatch's capabilities and strategic growth priorities.
  • Maintain awareness of customer missions, requirements, funding priorities, industry trends, and upcoming procurement opportunities.
  • Develop actionable leads through customer engagement, industry relationships, partner relationships, conferences, networking, and market research.
  • Evaluate potential opportunities and work with leadership todeterminestrategic alignment and pursuit priorities.
  • Maintain consistent follow-up onidentifiedopportunities and ensure business development actions progressin a timely manner.
  • Support opportunities throughout the business development lifecycle, frominitialidentification and qualification through capture and proposal activities.
  • Maintainaccurateinformationregardingassigned opportunities, customer engagements, partner activities, next steps, and action items.

Customer & Market Engagement
  • RepresentBlackwatchwith current customers, prospective customers, and other stakeholders across the federal marketplace.
  • Build andmaintaintrusted relationships with government customers and industry contacts.
  • Proactively schedule andparticipatein customer meetings, capability discussions, networking opportunities, and other external engagements.
  • Develop a strong understanding of customer missions and challenges and effectively communicate howBlackwatch'scapabilities may support those requirements.
  • Maintain regular engagement with targeted customers rather than relying solely on formal solicitations to drive business development activity.
  • Serve as a professional and credible representative ofBlackwatchand its culture in all external interactions.

Strategic Partnerships & Teaming
  • Build relationships with potential prime contractors, subcontractors, technology companies, and other strategic partners.
  • Identifypotential teaming opportunities that expandBlackwatch'scapabilities, customer access, or competitive position.
  • Coordinate partner discussions and ensureappropriate follow-upand internal communication.
  • Facilitate and track Non-Disclosure Agreements (NDAs), teaming-related documentation, and other preliminary business development requirements in coordination with Contracts.
  • Maintain awareness of partner capabilities andidentifyopportunities for mutually beneficial collaboration.
  • Help strengthen Blackwatch's presence within the broader government contracting partner ecosystem.

Opportunity Coordination & Growth Operations
  • Coordinate with Operations, Contracts, technical leadership, proposal resources, Finance, Executive Leadership, and other stakeholders to advance business opportunities.
  • Take ownership of routine business development coordination and administrative activities necessary to keep opportunities moving forward.
  • Establish clear action items, owners, deadlines, and follow-up requirements associated with assigned opportunities.
  • Ensure relevant information is communicated to internal stakeholders at theappropriate stagesof an opportunity.
  • Support the transition of qualified opportunities into formal capture and proposal processes.
  • Assistwith opportunity documentation, customer intelligence, partner information, meeting preparation, and other business development materials.
  • Helpestablishdisciplined, repeatable business development processes asBlackwatchcontinues to expand its growth organization.
  • Reduce unnecessary reliance on Contracts, Operations, or other functional leaders for activities that appropriately belong within the business development function.

Conferences, Networking & Market Presence
  • Regularly attend relevant federal contracting conferences, industry events, customer engagements, association meetings, networking events, and other growth-related activities.
  • Identifyevents and activities whereBlackwatchshouldestablishor increase its presence.
  • Develop meaningful customer and partner relationships through consistent in-person engagement.
  • Represent and communicateBlackwatch'scapabilities, experience, and differentiators effectively to external audiences.
  • Coordinateappropriate follow-upfollowing conferences, networking events, customer meetings, and other external activities.
  • Support company sponsorships, outreach activities, and other marketing initiatives related to business development priorities.
  • Travel asrequiredto support customer, partner, conference, and business development activities.

Cross-Functional Collaboration
  • Partner closely with executive leadership and operational leaders to understandBlackwatchcapabilities, current programs, customer relationships, and strategic priorities.
  • Collaborate with ContractsregardingNDAs, teaming agreements, contractual considerations, and other opportunity-related requirements.
  • Work with technical and operational leaders to ensureBlackwatchcapabilities are accurately represented to customers and partners.
  • Coordinate with proposal and solution resources as opportunities progress toward formal pursuits.
  • Help create stronger connectivity between market-facing business development activities and the teams responsible for deliveringBlackwatchservices.
  • Share customer, market, partner, and competitive intelligence withappropriate internalstakeholders.

Required Qualifications
  • Bachelor's degree in Business, Marketing, Communications, Government, Technology, or a related field, or equivalent combination of education and relevant experience.
  • Demonstrated experience in federal government contracting, business development, account management, capture, program management, or a related customer-facing function.
  • Experience developing professional relationships with federal customers, government contractors, teaming partners, or other industry stakeholders.
  • Strong understanding of the federal contracting environment and government procurement lifecycle.
  • Demonstrated ability toidentifyopportunities, develop relationships, and consistently follow through on business development activities.
  • Strong interpersonal, networking, presentation, and written and verbal communication skills.
  • Ability to communicate technical and operational capabilities clearly to customers and partners.
  • Highly organized with the ability to simultaneously manage multiple opportunities, relationships, meetings, and follow-up activities.
  • Self-directed, proactive, and comfortable operating with a high degree of accountability.
  • Ability and willingness to travel regularly for customer meetings, conferences, industry events, networking activities, and other business-development requirements.
  • U.S. Citizenshiprequired.

Preferred Qualifications
  • Established relationships within the federal government contracting community.
  • Previousexperience in a dedicated federal business development, capture, growth, or account-management position.
  • Experience developing teaming partnerships and working with NDAs, teaming agreements, and other early-stage pursuit activities.
  • Experience supporting capture and proposal development for federal opportunities.
  • Familiarity with federal contract vehicles, GWACs, IDIQs, task-order environments, and other federal procurement mechanisms.
  • Experience working within a growing small or mid-sized federal contractor where business-development professionals are expected tooperatehands-on across multiple functions.
