Job Description:This position supports the Mounted Maneuver Requirements Branch (MMRB), Maneuver Future Capability Directorate (MFCD), Maneuver Center of Excellence (MCoE), Fort Benning, GA. MFCD operates under the U.S. Army Futures and Concepts Command (FCC), a major subordinate command of the U.S. Army Transformation and Training Command (T2COM). The position reports to the Task Order Team Lead. The analyst provides KOPS research and writing support to the Vehicle Mounted Sensor Systems portfolio across new start, active, and enduring projects. The analyst performs requirements analysis and produces, staffs, and maintains the capability documentation that moves these efforts through the Defense Acquisition System (DAS).
Responsibilities:- Performs capability gap and DOTMLPF-P analysis to inform requirements.
- Develops, writes, assembles, and staffs capability requirements documents, Concepts of Employment (CONEMP), and Basis of Issue Guidance in accordance with the Manual for the Operation of the KOPS, AR 71-9 (Warfighting Capabilities Determination), the JCIDS Manual, and applicable T2COM and FCC policy and writer's guides.
- Conducts Capabilities-Based Assessment (CBA) and Materiel Solution Analysis (MSA).
- Conducts product and market research to inform materiel solutions.
- Develops Critical Operational Issues and Criteria (COIC) and the Doctrinal and Organizational Plan (D&OP) in support of operational test.
- The analyst holds practical experience in the operation, employment, and sustainment of sensors employed across combat vehicle platforms, such as:
- The Long-Range Advanced Scout Surveillance System (LRAS3),
- The Integrated TOW Acquisition System (ITAS), and Second Generation Forward-Looking Infrared (2nd Gen FLIR) systems.
- The analyst also demonstrates working knowledge of the U.S. Army and its organizational structures, with emphasis on Brigade Combat Teams (BCTs) and their functions, and a basic understanding of Army doctrine and operational concepts.
Qualifications: - Bachelor's degree, or eight (8) years of Army maneuver experience in lieu of a degree.
- Graduate of the following Defense Acquisition University (DAU) courses, or the ability to complete each within 10 days of hire:
- RQM 1010, Introduction to JCIDS (formerly CLR 101);
- ACQ 1010, Fundamentals of Systems Acquisition Management (formerly ACQ 101);
- RQM 1101, Core Concepts for Requirements Management (formerly RQM 110 / RQM 1100); and
- TST 102, Fundamentals of Test and Evaluation.
- Proficiency with the Microsoft Office suite and other operational software, including the ability to input, retrieve, develop, and manipulate data.
- Active DOW SECRET security clearance.
Highly Desired:
- Graduate of the Army Capabilities Development Course (CDC) taught by the Army Logistics University.
- Graduate of the Abrams, Bradley, or Stryker Master Gunner Course.
- Prior service on a battalion, brigade, or higher-level staff, or in a scout or reconnaissance formation, with direct experience operating vehicle-mounted target acquisition and surveillance sensors.
