Position InformationThe Dallas District is looking for a District Utility Section and Survey Section Supervisor. This position oversees the District Utility team that manages the RULIS utility permitting system as well as all utility agreements, reimbursements as well as coordination with ROW Division on audit. In addition, this position will oversee the District Survey Section. This section includes In-House survey and data collection activities as well as managing the team overseeing consultant contracts performing survey work for the district. This position offers an exciting opportunity to be involved with a wide variety of projects in the district.

Position DescriptionSupervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and/or bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and/or contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:- Coordinates with utility companies, attorneys and governmental representatives to accurately depict the highway project's
impact on adjacent properties. - Develops, recommends, and implements modifications as necessary for continual improvement to existing program of
responsibility. - Directs and oversees contractors' compliance with plans and specifications and authorizes payment of estimates.
- Interprets the Utility Accommodation Policy, reviews utility billing documents.
- Makes presentations and represents TxDOT.
- Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental
agreements. - Prepares correspondence and reports.
- Prioritizes the work of the District Survey team, as required.
- Verifies project eligibility and assists with ranking projects and funding.
- Performs other job responsibilities as assigned.
Minimum Qualifications:Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Experience:
- 4 years experience in transportation engineering. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
- Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
Licenses and Certifications:
- Valid driver's license. This position requires driving a state vehicle.
- Licensed Prof Engineer*
*Professional engineers licensed in another state in the United States , but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Physical Requirements and Working Conditions:- Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour
- Subject to noise
- Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
- Climbing - ascending/descending ladders, stairs, scaffoldings, ramps, etc
- Balancing-walking, standing, crouching on various surfaces without falling
- Walking-moving on foot to accomplish tasks: long distance/from one work site to another
- Lifting-raising objects from lower to higher position/horizontally to a different position
- Talking expressing or exchanging ideas by spoken words
- Hearing-perceive sound at normal speaking levels; receive information by oral communication.
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading.
