The Position
The City of Riverside, Public Utilities Department (RPU) is accepting applications for the position of UTILITIES PRINCIPAL PROGRAMS AND SERVICES REPRESENTATIVE to fill one (1) vacancy in the Customer Engagement Division. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.
Under general direction, the Utilities Principal Programs and Services Representative is to plan and participate in the activities of the Programs and Services section of the Customer Relations and Marketing Division of the Riverside Public Utilities (RPU). The Utilities Principal Programs and Services Representative is to ensure growth objectives in the implementation and organization of programs, products, revenues and services beneficial to the Utility and the industrial, commercial and residential customers; to market the delivery of value added services and conservation programs for customers. The incumbent is to provide responsible administrative support to the Utilities Public Benefits/Customer Relations Manager. The Utilities Principal Programs and Services Representative is to assist in the planning, developing, organizing and managing of utility programs involving the following aspects: financial analysis; liaison with the community; coordination of activities with customers, vendors, business operators, owners and tenants as well as non-profit organizations; business development activities; contract preparation and supervision; related marketing and communications activities. The Utilities Principal Programs and Services Representative is to do related work as required.

Work Performed
Typical duties may include, but are not limited to, the following:
  • Assist in the development of objectives, priorities, schedules and budgets for programs, projects and activities.
  • Coordinate the development of customer-owned distributed energy resources including system interconnection, compliance, permitting, contracts and rates. .
  • Establish and maintain liaison with organizations, private business firms, developers, brokers, public agencies, property owners and the general public to promote and facilitate the planning and execution business development related activities that encourage load growth and energy and water efficiency.
  • Assist in the preparation, administration and monitoring of contracts and other related documents including but not limited to vendor service contracts and rate contracts such as high voltage rates, contract service rates and Economic Development Rates.
  • Design and participate in focus groups discussing technical product needs and program design and development potential; compile and analyze collected information; prepare narrative and statistical reports of findings.
  • Assist in the developing, monitoring and administration of project-specific budgets on annual and multi-year basis; participate in coordinating long and short term project cash flow analyses.
  • Coordinate with other divisions within RPU as well as other City departments the review and processing of specific private development projects; provide assistance and facilitation whenever necessary to expedite project development.
  • Serve as a management liaison to the RPU board and/or City Council; coordinate special projects and requests; write Board and Council reports.
  • Supervise, train and evaluate professional, technical and administrative support staff.
  • Perform liaison activities between industrial, commercial and/or residential customers.
  • Recommend and assist in implementation and evaluation of goals, objectives and practices for providing effective and efficient utility related customer programs and services.
  • Recommend and implement approved policies, plans and programs for the efficient use of energy and water resources.
  • Direct the dissemination of information regarding utility activities, electric and water usage, conservation and programs, retail products and services and related matters.
  • Assist in regulatory compliance including the preparation of various compliance documents and reports.
  • Use and assist in the development of relevant software programs to assist in customer tracking and marketing and program rebate processing.
  • Assist in the development of appropriate marketing, communication and advertising programs for all retail products, programs and services.
  • Assist in coordinating the division's Key Account Customer Program
  • Respond to business attraction and expansion and retention leads.
  • Develop and/or create customized response packages for clients/business prospects.
  • Coordinate and/or implement the use of various utility related economic development incentives to attract or expand businesses.
  • Conduct industry related research.
  • Serve as a liaison to various utility related organizations including but not limited to Southern California Public Power Authority (SCPPA) and the California Municipal Utility Association (CMUA).
  • Assist clients with various regulatory compliance issues.
  • Analyze and make recommendations for customers regarding energy and water efficiency programs and services.

Qualifications
Option I:
Education: The equivalent to a Bachelor's Degree from an accredited four year college or university with major work in public or business administration, marketing, resource management, economics, planning or a closely related field.
Experience: Three years of responsible experience in marketing, customer service, account management, energy or water conservation, and/or business to business related products and services. Experience in an electric, water, gas, telecom, or other utility, or government agency is highly desirable.
Option II:
Education: A Master's Degree from an accredited college or university with major work in public or business administration, marketing, resources management, economics, planning or a closely related field.
Experience: Two years of responsible experience in marketing, customer service, account management, energy or water conservation, and/or business to business related products and services. Experience in an electric, water, gas, telecom, or other utility, or government agency is highly desirable.
Necessary Special Requirements

Possession of an appropriate, valid class "C" California Motor Vehicle Operator's License.

Highly Desired Qualifications:

  • 5 years recent utility experience.
  • 2 years direct supervisory experience (trained, evaluated, and supported staff).
  • Experience of developing marketing, outreach, media campaigns or surveys, which were focused on utility products, programs or services.
  • Experience with interdepartmental or vendor collaboration in a lead capacity.
  • Experience with developing education or community-learning programs.
  • Experience with Key accounts or commercial businesses.
  • Experience working on utility rebate or assistance program development.

Benefit Level II includes Senior Management, Management and Professional classifications (Exempt)

The City offers an attractive benefits package, the central provisions of which are as follows:
  • Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3-year final compensation. The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
  • Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation. The required employee contribution is 50% of the normal cost. And is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
  • Health Insurance - The City offers six health insurance plans and contributes up to $1,734 per month for HMO plans (family coverage).
  • Dental Insurance - The City provides three dental insurance plans and contributes up to $45 per month.
  • Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
  • Life Insurance - The City provides and pays for term life insurance with accidental death and dismemberment equal to two times the annual salary rounded to the next highest $1,000 (up to $700k) plus AD&D. Additional Life Insurance is available and voluntary for employee and eligible dependents (up to $300k).
  • Deferred Compensation - The City contributes $100 per month with a minimum employee contribution of $12.50 per check. Participation in the deferred compensation plan is optional.
  • Leave Benefits - Includes vacation leave, sick leave, bereavement leave, and holiday benefits. Please refer to the Fringe Benefits and Salary Plan for specific details.
