Position Summary Information

Primary Purpose

Reporting to the Provost, the University Registrar is a senior leader responsible for the integrity, security, and accuracy of all student academic records. As a change leader, the University Registrar advances technologies and processes to meet evolving needs while ensuring high quality service across the university's Sacramento, San Francisco, and Stockton campuses. The University Registrar plays a critical leadership role in oversight of key registrar functions including registration, scheduling, grading, transfer articulation, degree evaluation, enrollment and transcript services, and graduation audits while ensuring compliance with FERPA, NCAA Division I, Veterans Affairs certification, and university policies. The University Registrar provides forward thinking leadership to support undergraduate, graduate, and professional programs.

Essential Functions

Strategic Leadership
  • Aligns multi-campus registrar services with the University's institutional priorities and mission.
  • Provides vision and strategy for the future of registrarial services.

Technology and Systems
  • Leads strategy, implementation, maintenance, optimization, and training for key systems including, but not limited to, Banner, Degree Works, College Scheduler, Course Leaf, and CIM (in collaboration with Faculty Governance).
  • Represents Registrar services on core implementation team for planned transition to new Student Information System (SIS). Leads student module implementation.
  • Uses data tools to analyze enrollment trends and course demands. Compiles statistical data regarding enrollment and graduation for internal and external reporting.

Operational Management
  • Directs daily operations of the Office including policies and procedures with related assessments for quality assurance of key processes; proactively seeks to improve quality of services.
  • Ensures timely and accurate production of classroom scheduling, academic instructional space allocation, term-based schedules of classes, academic calendar, academic catalog, transcripts, transfer articulation, and other related functions.
  • In collaboration with the Enrollment Strategy, Student Life, and academic schools/colleges, help streamline and improve student transactional processes that support matriculation, retention and graduation.

Records and Compliance
  • Oversees maintenance of student records, ensuring security, confidentiality, and accuracy.
  • Directs enrollment reporting submissions and controls; serves as Office primary point of contact for internal and external auditors. Directs Veteran Affairs certifications and NCAA Division I certification.

Academic Policy and Curriculum Support
  • Collaborates in the development and review of academic policies of the University and, in conjunction with faculty, Deans, Associate/Assistant Deans, and the Provost, reviews and recommends amendments or exceptions to policy.
  • Partners with key academic curriculum committees and serves on University working groups in alignment with institutional priorities.

Other
  • Keeps apprised of changes to federal and state laws, regulations, emerging trends, and best practices related to academic records, registration, and student data.
  • Performs other related duties as assigned or requested.


Minimum Qualifications
  • Bachelor's degree.
  • Eight (8) years of experience in a higher education registrar's office or enrollment services.
  • Two (2) years of supervisory experience.
  • Knowledge of academic regulations.
  • Experience with Student Information Systems.


Preferred Qualifications
  • Doctoral/terminal degree.
  • Banner/Ellucian experience.
  • Experience with multi-campus institution and/or multiple academic calendars and terms.
  • Ability to work successfully with diverse populations and demonstrated commitment to promote and enhance diversity and inclusion.
  • Ability to work effectively with complex academic software systems, analyze and interpret data, and prepare usable information and reports for various university constituencies. Experience managing software system implementations, integrations, and migrations.
  • Demonstrated management skills to coordinate the diverse activities of separate operating units and individuals towards the achievement of common goals.
  • Strong interpersonal and communication skills, ability to engender trust and reliability with a strong service orientation.
  • Experience collaborating on academic policy development and implementation.
  • Experience and sensitivity in working with people of diverse backgrounds and cultures.
  • Demonstrated experience in advancing social justice, equity, and inclusion in a university setting.
  • Ability to engage and integrate culturally responsive practices and knowledge in their work.

Work Environment/Work Week/Travel:
Work is primarily performed in a standard office environment with use of computer and phone. Work performed during standard business hours. Additional hours may be required.

Valid driver's license required. Incumbent must also be able to meet the University's fleet rules and be eligible to drive for University business. The University and its insurance carrier reserves the right to exclude applicants based on their driving record.

Hiring Range
$140,000 - $180,000 per year. We consider factors such as, but not limited to, scope and responsibilities of the position, candidate's qualifications, internal equity, as well as market and organizational considerations when extending an offer.
