Summary/Objective

Blackwatch provides critical personnel to the Federal Bureau of Investigation (FBI) to support enterprise-wide platforms across a wide variety of mobile and collaborative technologies within a zero-trust framework. Blackwatch provides comprehensive services to facilitate secure communication using various media in both classified and unclassified environments. This includes technical and technology support requirements exist for the engineering, deployment, and ongoing support activities for these communications services. Blackwatch supports these missions, and the underlying capabilities that they provide, to the FBI enterprise providing highly skilled and reliable Audio/Video (A/V) Video Teleconferencing (VTC) System personnel to provide lifecycle support for critical information technology products, systems, and capabilities in multiple geographical FBI locations. The scope includes providing design, development, engineering, deployment, enhancement, operations and maintenance for existing A/V capabilities, enhancements/changes to existing capabilities, and engineering new A/V capabilities.

Overview:

The Unified Communications Engineer (SME) provides strategic and technical leadership for enterprise-wide telecommunications initiatives, delivering advanced solutions for mission-critical FBI communications systems.

Responsibilities:
  • Serve as the senior technical authority for enterprise Unified Communications (UC) environments, providing leadership on strategic initiatives and mission-critical assignments.Establish goals, roadmaps, and project plans aligned with organizational objectives.
  • Design, engineer, integrate, and optimize enterprise voice, video, and collaboration platforms including Cisco CUCM, Unity Connection, Expressway, and Microsoft Teams Voice.
  • Provide Tier 4 troubleshooting, root-cause analysis, and resolution for complex outages and performance issues.
  • Analyze network performance, traffic flows, interfaces, and protocols to recommend improvements and modernization efforts.
  • Integrate UC solutions with Active Directory, cloud services, virtualization platforms, and network infrastructure.
  • Implement secure communications using TLS, SRTP, certificates, IPSEC, and ensure compliance with applicable standards such as DISA STIGs.
  • Lead projects such as technology refreshes, data center migrations, and collaboration platform enhancements.
  • Partner with clients and stakeholders to assess needs, analyze data, and recommend solutions.
  • Develop and maintain SOPs, engineering documentation, diagrams, and technical standards.
  • Mentor team members, advise leadership, delegate effectively, and collaborate across all organizational levels.
  • Perform other duties as assigned.


Minimum Qualifications:
  • Active Top Secret security clearance required, with willingness to obtain TS/SCI CI Polygraph
  • Bachelor's degree in a related field
  • 10+ years of enterprise telecommunications and Unified Communications engineering/administration experience
  • Expert knowledge of voice, video, collaboration systems, and supporting networks
  • Experience with Cisco CUCM, Unity Connection, IM & Presence, Expressway, and Microsoft Teams Voice
  • Strong knowledge of SIP, H.323, MGCP, UDP, RTP, SRTP, and TLS protocols
  • Experience with QoS, BGP, OSPF, MPLS, IPSEC, Cisco CUBE, Oracle SBC, and related network technologies
  • Experience with ESXi virtualization, Cisco UCS, and cloud environments (IaaS, PaaS, SaaS)
  • Knowledge of security controls, certificates, and compliance standards such as DISA STIGs
  • Strong leadership, decision-making, and project management skills
  • Demonstrated attention to detail
  • Excellent communication, interpersonal, and emotional intelligence skills
  • Proven ability to collaborate cross-functionally and lead teams effectively
