GENERAL DESCRIPTION Performs advanced managerial work in support of the Texas Department of Motor Vehicles (TxDMV), Vehicle Titles and Registration (VTR) Division, Program Administration Section. This position reports directly to the VTR Division Director and provides oversight of key administrative and operational support functions for the division.
The position oversees VTR contract monitoring; purchase orders; missioncritical license plate and forms inventory; vendor relationships; datarelated contracts; license plate oversight functions; and vehicle data management. Responsibilities include management of administrative support programs for the Vehicle Titles and Registration Division and coordination of divisionwide financial and contractual activities. The position provides leadership and oversight to the team responsible for analyzing historical trends, inventory levels, and anticipated program needs to develop license plate manufacturing projections for upcoming budget cycles. These projections inform budget development, procurement planning, manufacturing requirements, and statewide license plate inventory needs.
Manages and oversees a large group of professional, technical, and administrative staff involved in registration and titling program support, extensive work and support of external stakeholders, and the oversight of businesscritical contract monitoring.
Oversees and coordinates internal and external staff activities; performs advanced project management and technical assistance; and leads the development, coaching, and professional growth of staff. Develops, evaluates, and presents recommendations to the VTR Division Director and Deputy Director to improve division operations, procedures, processes, and work products. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; setting schedules, priorities, and performance standards; overseeing and evaluating business functions; and monitoring budget expenditures. Provides oversight of operational and financial planning activities, including projections and analyses used to identify future funding, inventory, contractual, and resource requirements. Plans, assigns, and supervises the work of others. Works under minimal supervision with extensive latitude for initiative and independent judgment.
MINIMUM REQUIREMENTS Education - Bachelor's degree from an accredited college or university or the U.S. equivalency.
- Additional work experience may substitute for the bachelor's degree on a yearforyear basis.
Experience - Five (5) or more years of demonstrated management or supervisory experience, including experience leading professional, technical, and/or administrative staff with diverse program responsibilities.
- Five (5) years' progressively responsible experience in one or more of the following areas: program administration or oversight; contract administration or monitoring; procurement; budget or financial planning; compliance or regulatory programs; operational planning; inventory or resource management; data management; project management; or administrative support of complex organizational operations.
- Qualifying experience may have been earned concurrently.
- Lead work, Coordinator, or Project Lead experience does not substitute for management or supervisor experience.
Preferred Experience - Experience managing complex projects, special initiatives, or modernization efforts involving multiple business areas, competing priorities, dependencies, and established deadlines.
- Experience developing and presenting recommendations, analyses, reports, or briefing materials to executive leadership or other senior decisionmakers.
- Experience working collaboratively with external partners, vendors, governmental entities, stakeholders, and government officials to address complex operational or programmatic issues.
- Experience reviewing, analyzing, or implementing legislation, administrative rules, regulations, policies, or other requirements affecting organizational operations.
- Experience leading or participating in crossfunctional teams and coordinating activities across multiple organizational areas.
- Experience identifying and implementing process improvements, internal controls, policies, procedures, or new service delivery methods to improve organizational efficiency and effectiveness.
- Experience coaching, mentoring, and developing staff and establishing performance expectations that promote accountability, professional growth, and succession planning.
REGISTRATION, CERTIFICATION AND/OR LICENSURE A valid Class "C" driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within ninety (90) days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
ESSENTIAL DUTIES - Oversees, plans, directs, coordinates, and evaluates the programs, operations, projects, processes, and personnel assigned to the VTR Program Administration Section. Establishes program goals and objectives; sets schedules, priorities, and performance standards; monitors results; and ensures activities align with division and agency priorities.
- Provides leadership and oversight of VTR contract administration and monitoring activities, including businesscritical contracts, datarelated contracts, purchase orders, and other agreements supporting division operations. Ensures appropriate monitoring, documentation, performance evaluation, issue resolution, and compliance with applicable requirements.
- Oversees vendor management activities and provides direction to staff responsible for monitoring vendor performance, deliverables, service levels, contractual obligations, and operational issues. Coordinates with agency procurement, financial, legal, information technology, and other business areas as necessary to address contract and vendor matters.
- Provides oversight of missioncritical license plate and forms inventory programs, including inventory planning, manufacturing requirements, distribution needs, inventory levels, and continuity of supply. Ensures appropriate controls and processes are established to support statewide operational needs.
- Provides leadership and oversight to staff responsible for developing license plate manufacturing forecasts and projections. Ensures historical issuance trends, current inventory, anticipated demand, legislative and program changes, and other relevant factors are considered in determining future manufacturing requirements and informing budget and procurement planning.
- Coordinates and oversees financial and resource planning activities for assigned VTR programs. Reviews expenditures, anticipated contractual obligations, inventory requirements, and operational needs and develops or presents recommendations to division leadership regarding future funding and resource requirements.
- Oversees vehicle data management and related programs and contracts to support the accuracy, availability, integrity, and appropriate use of vehicle information. Coordinates with internal and external stakeholders to identify data needs, address issues, and support division initiatives involving vehicle records and information.
- Develops, evaluates, and presents recommendations to the VTR Division Director and Deputy Director regarding division operations, administrative programs, contracts, resources, processes, risks, and opportunities for improvement. Provides analysis and information necessary to support executivelevel planning and decisionmaking.
- Oversees and coordinates complex projects, special initiatives, audits, studies, and operational activities involving multiple VTR programs and internal and external stakeholders. Establishes project priorities, monitors progress and risks, resolves or escalates issues, and ensures timely completion of deliverables.
- Coordinates, plans, and prioritizes activities based on division priorities, legislative mandates, agency initiatives, operational requirements, available resources, and stakeholder needs. Adjusts priorities and resources as necessary to address emerging or missioncritical business needs.
- Provides leadership and direction in the development, evaluation, and implementation of policies, procedures, business processes, controls, and service delivery methods designed to improve the efficiency, effectiveness, consistency, and accountability of VTR operations.
- Provides guidance and oversight to staff in evaluating and implementing new technologies, automated processes, data solutions, and service delivery methods. Supports modernization initiatives affecting programs and business functions assigned to the VTR Program Administration Section.
- Oversees research, analysis, planning, and implementation activities associated with the modernization and continuous improvement of assigned VTR programs and administrative functions. Coordinates with business and technology stakeholders to identify requirements, operational impacts, dependencies, and opportunities for improvement.
- Serves as the legislative coordinator for VTR. Coordinates and oversees the review and analysis of proposed legislation affecting the division; facilitates the identification of operational, fiscal, contractual, system, and stakeholder impacts; and coordinates division activities associated with rule development and implementation of enacted legislation and administrative rules.
- Oversees the development and presentation of project updates, operational reports, recommendations, responses, correspondence, briefing materials, and other complex work products for division and agency leadership. Ensures information is accurate, complete, timely, and appropriate for the intended audience.
- Represents the VTR Division and coordinates with internal agency divisions, governmental entities, vendors, contractors, county tax assessorcollectors, and other external stakeholders regarding programs, contracts, projects, operational issues, and initiatives within the section's areas of responsibility.
- Plans, assigns, supervises, and evaluates the work of professional, technical, and administrative staff. Establishes expectations and performance standards; provides coaching, mentoring, technical guidance, and professional development; and promotes accountability, collaboration, succession planning, and continuous improvement.
- Identifies operational, contractual, financial, inventory, and program risks and ensures appropriate controls, mitigation strategies, corrective actions, and escalation processes are established and monitored.
- Develops, implements, evaluates, and maintains policies, procedures, standards, and internal controls that promote efficient and effective operation of the VTR Program Administration Section and ensure consistency with applicable statutes, rules, agency policies, and division requirements.
- May travel up to 10% of the time. May drive and travel to attend and represent the Department at meetings, seminars and conferences. Travel by car (may include flying). May include overnight travel.
