GENERAL DESCRIPTION

Performs highly advanced (seniorlevel) managerial work, in alignment with the Chief Information Officer role, administering the daily operations and activities of the Texas Water Development Board's Information Technology (IT) Division. Work involves establishing goals and objectives for the IT Division staff. Develops guidelines, procedures, policies, rules, and regulations. Develops schedules, priorities, and standards for achieving established goals. Coordinates and evaluates the work of IT Division staff. Develops and evaluates budget requests. Monitors budget expenditures. Plans, assigns, and supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Reports to the Chief Information Officer (CIO) of the Information Technology Division.

ESSENTIAL JOB FUNCTIONS
  • Assists the CIO directing all project activities within the IT division, providing technical direction and guidance as well as project management guidance.
  • Assists the CIO developing the strategic direction for the division ensuring that projects, applications, and resources are aligned with the agency's business goals and objectives.
  • Ensures system development processes and procedures are developed and followed, including procedures for project management, change management, and software development lifecycle (SDLC) methods.
  • Ensures all Operations and Administration rules and requirements are followed, including rules for websites and the project delivery framework.
  • Assists the CIO ensuring agency compliance with the Information Resources Management Act and the Texas Department of Information Resources (DIR) rules and regulations, including preparation and development of the Agency's Information Technology Strategic Plan, Biennial Operating Plan, and other required reports.
  • Assists the CIO in directing enterprise information technology operations, including cybersecurity, infrastructure, applications, data management, cloud services, and technology modernization initiatives.
  • Evaluates emerging software technologies.
  • Determines selection of commercial off the shelf (COTS) versus custom application software.
  • Monitors legislation for impact on information technology programs and activities.
  • Provides effective leadership and management of the Information Technology Division.
  • Assists the CIO in managing all project activities within the Information Technology Division, providing technical direction and guidance.
  • Monitors and reports Information Technology Division work activities.
  • Authorizes Information Technology Division hiring, separations, disciplinary actions, and employee performance rewards.
  • Assigns job duties, conducts performance evaluations, clarifies roles and responsibilities, and monitors and measures performance against goals.
  • Evaluates Information Technology Division performance and recommends and leads improvements.
  • Supports Information Technology Division administrative requirements related to organization, budget, and personnel.
  • Ensures the provision of quality customer service from the Information Technology Division to all stakeholders.
  • Manages the performance of direct reports, to include, timely completion of plans and appraisals, and followthrough on disciplinary actions as needed.
  • Maintains confidential and sensitive information.
  • Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency's records retention procedures and schedule.
  • Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
  • Maybe required to operate a state or personal vehicle for business purposes.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS
  • Graduation from an accredited fouryear college or university with a bachelor's degree in Information Technology or related field.
  • Eight years of progressively responsible information technology experience.
  • Eight years of experience managing significant information technology projects, services, and staff.
  • Relevant education and experience can be substituted on a yearforyear basis.

PREFERRED QUALIFICATIONS
  • Previous experience successfully delivering information technology related projects with a State or other government organization.
  • Previous experience managing information technology programs, projects, and staff within a Texas State Agency or other government organization.
  • Previous experience with information technology procurement, contract management, and vendor oversight, preferably within a State Agency or other government organization.
  • Previous experience with enterprise information technology governance, strategic planning, budgeting, and organizational management principles.
  • Previous experience leading cross functional teams and collaborating with business stakeholders to deliver information technology initiatives.
  • Previous experience with management of administrative tasks, such as employee appraisals, merit plans, hiring, separations, and employee rewards.
  • Previous experience with the software development lifecycle (SDLC) and change management.
  • Previous experience in project planning and management, including the Project Management Lifecycle (PMLC).

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
  • Knowledge of local, state, and federal laws and regulations relevant to the Information Technology Division.
  • Knowledge of the principles and practices of public administration and management.
  • Knowledge of information technology including hardware, software, programming languages and methodologies, relational databases, and information processing environments.

Candidates who refuse to complete both consent forms will no longer be considered for the vacancy with the Texas Water Development Board.
