INTERNAL POSTING this position is open to current TWDB employees in the following Departments: Chairwoman Stepney's Staff, Executive Administration (including Government Relations) and Agency Communications

GENERAL DESCRIPTION

Performs highly advanced (seniorlevel) managerial work providing guidance and planning for an appointed TWDB Board Member. Work involves establishing strategic plans, goals, and objectives of Board Member, developing policies, reviewing guidelines and procedures. Establishes priorities, standards, and measurement tools for determining progress in meeting goals. Coordinates and assists Board Member in evaluating program activities. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment, as it aligns with their supervisor. Reports to an appointed TWDB Board Member of the Texas Water Development Board.

ESSENTIAL JOB FUNCTIONS
  • Provides a wide range of strategic and operational support to an appointed TWDB Board Member.
  • Responsible for the coordination of Board Member programs, activities, and outreach efforts.
  • May prioritize tasks, conduct daily briefings, and set Board Member schedules.
  • May arrange and participate in Board Member meetings and conferences; provide advice and conduct followup communications.
  • Conducts research, analyzes and interprets information.
  • Oversees the flow and content of information provided to the Board Member.
  • Monitors relevant legislation, as applicable to the TWDB.
  • Develops and maintains effective communication and working relationships with Executive Administrator and TWDB staff, other state agencies, legislative staff, associations, organizations, advocacy groups, and the general public.
  • Maintains confidential and sensitive information.
  • Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency's records retention procedures and schedule.
  • Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
  • May be required to operate a state or personal vehicle for business purposes.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS
  • Graduation from an accredited fouryear college or university with a bachelor's degree in Business, Engineering, Natural Sciences, Finance, Law, Public or Policy Administration or a related field.
  • Two years' experience in management.
  • Experience in the development or implementation of public policy.
  • Submission of two (2) writing samples with submission of the State of Texas (SOT) application.
  • Relevant education and experience can be substituted for each other on a yearforyear basis.

PREFERRED QUALIFICATIONS
  • Previous work experience with Texas Legislature, Texas state agencies (internal or external), or federal agencies.
  • Experience with water planning, science, financing, or natural resources project management, policy, or appropriations.
  • Experience preparing correspondence and/or reports for a legislative office, executive, commission, or board.
  • Experience planning, scheduling, and coordinating meetings and appointments for or with public officials, board members, commissioners, or csuite level executives.
  • Experience working with public or private sector stakeholder or advocacy organizations.
  • Experience communicating agency interactions and priorities between executive agencies, stakeholders, and state leadership.
  • Experience at executive or csuite level.

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
  • Knowledge of Texas Water Code and other local, state, and federal laws and regulations relevant to the Texas Water Development Board.
  • Knowledge of the principles and practices of public administration and management.
  • Skills in establishing plans and setting objectives and goals that support an overall business strategy and projects.
  • Skills in using Microsoft Office program such as Word, Excel, PowerPoint, and Access.
  • Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
  • Ability to maintain the security or integrity of critical infrastructure within Texas.
  • Ability to meet agency inoffice requirements.
  • Ability to direct and organize activities.
  • Ability to establish program goals and objectives that support a strategic plan.
  • Ability to prepare reports.
  • Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.

  • Ability to shifts that may exceed 8 hours, including early mornings, nights, and weekends.
  • Ability to train others.

  • A copy of required academic transcripts and/or licensures and driving record must be submitted at the time of hire. Failure to provide required documentation will result in no further consideration for employment.

CONSENT OF CRIMINAL HISTORY CHECKS
  • All interviewed candidates must complete the HR101 Consent to Obtain Criminal History Record Information and the GA48 Consent form to obtain continuous criminal history and review forms once extended an offer to interview. The consent forms will be sent by Human Resources (HR) and retained with HR. Only candidates extended a conditional offer will have their criminal history checked in the Texas Department of Public Safety (DPS) system. Candidates who refuse to complete both consent forms will no longer be considered for the vacancy with the Texas Water Development Board. If adverse findings are found, candidates will be afforded 10 business days to provide a response prior to a final determination on hiring eligibility.
