This Transportation Security Inspector - Cyber position is located at Security Operations, Surface Operations, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

  • Provides technical expertise and support for criminal investigations related to alleged or suspected security threats and violation(s). Leads security assessments to identify unusual trends or actions that have the potential for developing into major security/safety problem(s) or violation(s).
  • Performs comprehensive cybersecurity assessments utilizing the Cyber Security Evaluation Tool (CSET). Provides relevant training and education on utilizing this resource.
  • Conducts inquiries and/or investigates surface transportation and pipeline security incidents, threats, violations or potential violations and other incidents as defined by the National Incident Management Systems (NIMS), or as directed by the respective Headquarters Directorate or appropriate authority.
  • Prepares written reports to document regulatory and structured oversight (assessment) activities.
  • Serves as an expert advisor/point of contact for surface transportation operations. Provides technical support for regulatory activities and monitors outreach programs within the pipeline, freight and passenger rail sectors.
  • Develops or coordinates surface transportation security initiatives across the nation's pipeline transportation system that focus on cybersecurity training, community outreach, security planning, intelligence and information sharing, security exercises, and operational detection and deterrence.
  • Collaborates with other federal departments/agencies, the private sector, and other stakeholders to ensure that pipeline and freight and passenger rail cybersecurity risks are effectively managed, critical networks are protected, vulnerabilities are mitigated, cybersecurity threats are reduced and countered, and incidents are responded to in a timely and effective way.
  • Plans, coordinates, and conducts all activities necessary for stakeholder engagement. Leads supporting efforts in the implementation of pipeline and rail cyber measures that protect information technology and operational technology systems, including industry controls systems and other critical assets by safeguarding their confidentiality, integrity, and availability.
  • Based on direction provided by Supervisory Transportation Security Inspector (STSI), Regional Operations Director (ROD) and or Regional Security Director (RSD), inputs data pertinent to incidents, inspections, investigations, assessments, training, exercises and outreaches into approved databases.
  • Leads and/or participates in surface transportation related assessments to ensure the integrity of the applicable surface transportation security systems.
  • Inspects and validates security processes, procedures, systems and equipment in connection with compliance inspections and vulnerability assessments. Conducts assessments to evaluate and analyze security posture and compliance.

  1. Incumbent must obtain and maintain a Secret security clearance.
  2. Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with TSA Directive 1100.73-5 Employee Responsibilities and Code of Conduct.
  3. Incumbent must possess United States' Citizenship or be a U.S. National.
  4. Work may require driving or traveling by motor vehicle and occasionally involves regular and recurring exposure to moderate risk or discomforts that require special safety precautions.
  5. Successful completion of basic Transportation Security Inspections and all mode-specific Training/Certifications.
  6. Successful completion of all required cybersecurity and pipeline and rail training(s).
  7. Must meet any required medical, psychological and physical guidelines for TSIs.
  8. Be willing to undertake extensive travel, at times overnight, as required.
  9. Must possess and maintain a valid driver's license.
  10. Must hold or be able to obtain a Government travel card.
  11. Must be available, as needed, to respond to security-related crisis or incidents to protect U.S. transportation interests within the U.S. and possibly worldwide.
  12. Must be available to work various shifts, including frequently changing and uncommon tours of duty.

Qualifications

To qualify for the SV-J Pay Band (equivalent to the GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:

  • Conducting inspections and investigations; determining when enforcement action should be taken;
  • Engaging in security assessments and evaluations of surface transportation security systems;
  • Documenting the results to monitor compliance with policies, regulations, and agreements to standards;
  • Identifying potential problem areas and deviation from prescribed standards.


National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
