DescriptionThe Transportation Planning Manager will provide leadership and supervision for a team of transportation planners and will perform complex professional planning work in support of the department's capital programs and projects. This position will play a critical role in managing planning and design projects, representing the Town with key regional partners, coordinating planning projects across the department and organization, and pursuing state and federal grants to support and develop the department's capital budget.
The ideal candidate will have robust project management experience and strong supervisory skills, be able to monitor and support a high volume of complex projects while providing guidance and professional development for their team. They will also be highly collaborative and communicative, able to adopt a big-picture viewpoint and "OneCary" mindset to identify opportunities for partnership and teamwork across departments.
Typical Tasks - Provides direct supervision of the transportation planning team including assigning projects, setting priorities, providing project direction, managing time off, and balancing workloads
- Conducts regular check-ins and annual performance reviews of direct report staff, evaluating progress and developing short-term and long-term work plans and goals
- Develops sta? reports and presents comprehensive plan amendments, and related ordinances/cases to the Town Council and other advisory boards and commissions
- Supervises the management of several department programs, including the sidewalk request, bike Cary and greenway initiatives
- Oversees sta? liaisons to the Transportation Working Group (TWG) and the Greenway Committee, responsible for setting the monthly meeting agenda, managing greenway committee membership, facilitating discussion, and implementing the annual work plan
- Collaborates with the Transportation Engineering Manager on capital project planning, design, funding and project delivery
- Represents the Town and serves as liaison to committees, boards, commissions, and other governmental agencies as necessary (CAMPO TCC & subcommittees, RTA, Central Pines Regional Council, Triangle Main Line Forum, Wake Transit Plan)
- Manages, prepares, and submits transportation-related grant applications for funding on behalf of the Town
- Participates in the preparation and administration of the department's Capital Improvement Budget/Plan
- Develops the annual Operating Budget for Facilities Planning
- Performs other job-related tasks as required.
Knowledge, Skills and AbilitiesComprehensive knowledge of the principles and practices of transportation planning; comprehensive knowledge of transportation modeling; comprehensive knowledge of the principles and practices of land use planning, growth management techniques, and land use policy development; comprehensive knowledge of the techniques required to prepare plans, maps, charts, and graphics; thorough knowledge of transportation and tra?c planning; thorough knowledge of federal regulations pertaining to transportation and facility related grants; thorough knowledge of the LDO and its applications; thorough knowledge of sources of data and information; general knowledge of geographic information systems methods, applications, and data management; thorough knowledge of planning research methodologies; ability to develop plans to evaluate work accomplishments; ability to supervise the work of subordinates; ability to plan, organize, supervise and carry out complex projects e?ectively and simultaneously; ability to establish and maintain working relationships with others; ability to present facts and recommendations e?ectively in oral and written form.
Minimum and Preferred QualificationsEducation and ExperienceRequires a combination of education and experience equivalent to graduation from an accredited college or university with a bachelor's degree in Transportation Planning, Engineering or related ?eld supplemented by a master's degree in Transportation Planning, Engineering or a related ?eld.
Requires 3-5 years of experience in professional planning work,
AND a minimum of 2 years of supervisory experience.
AICP certi?cation and/or licensure as a professional engineer is required.
Preferencewillbegiventocandidateswhopossessthefollowing:
- Familiarity with the North Carolina Capital Area Metropolitan Planning Organization (NC CAMPO)'s Locally Administered Projects Program (LAPP) or other MPO programs that manage federal grants
- Some experience or familiarity with multi-modal transportation planning
- Some experience with budget preparation
Physical Requirements Work in this class is generally inside and sedentary. An employee must be able to move throughout town facilities freely to perform or observe work. An employee must have such visual acuity as to be able to make fine drawings, read and write handwritten and typewritten material, and be able to read a computer screen. An employee in this class must be able to talk and hear in order to be able to respond to the public and other employees.
