Position Information

Traffic Safety Division's Illumination group develops and oversees standards, specifications, practices, and policies for roadway lighting on Texas highways. We work with TxDOT Districts, contractors, and consultants to design, build, and maintain a safe and effective roadway lighting and electrical system. We work with manufacturers and suppliers to specify and approve standard lighting and electrical equipment used throughout the state. We develop and oversee classroom, field, and online training programs covering lighting, electrical, and safety practices for TxDOT employees, contractors, and consultants.

Position Description

Transportation Engineer II

Salary Grade B25 $69,572 - $114,099

Performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation and traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with government officials and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Transportation Engineer III

Salary Grade B26 $76,530 - $129,430

Performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation and traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Transportation Engineer IV

Salary Grade B27 $84,182 - $142,374

Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation and traffic operations or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards, and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Transportation Engineer II
• Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts, with a focus on roadway lighting and electrical systems.
• Performs research, specifies, reviews, and approves electrical and lighting materials for use on highway projects
• Develops and reviews engineering related documents, correspondence, reports, and remediation plans.
• Drives or travels to project and work locations to make on-site engineering reviews, analyses, tests, and to provide technical support.
• Provides technical support to Districts, Divisions, consultants, and contractors regarding policies, procedures, specifications, and standards for roadway lighting and electrical systems.
• Interprets manuals and required guidelines for traffic operations.
• Makes presentations and represents TxDOT.
• Oversees contracts for inspection, inventory, and database maintenance for roadway lighting and other traffic structures.
• Performs and coordinates the review and processing of Plans, Specifications & Estimates (PS&E) submission, special specifications, or special provisions.
• Reviews and revises schematics, PS&E, and project designs for roadway lighting and electrical systems
• Reviews traffic engineering studies and warrants for roadway lighting.
• Writes reports and specifications.
• Performs other job responsibilities as assigned.

Transportation Engineer III
• Performs all the above and:
• Develops, maintains, and oversees classes, online courses, videos, materials, certifications, and contracts to train TxDOT personnel and contractors in specifications and procedures related to roadway lighting, electrical systems, and electrical safety.

Transportation Engineer IV
• Performs all the above and:
• May serve as team lead and provide oversight to engineering staff.
• Develops traffic engineering policies, procedures, manuals, and standards related to roadway lighting and electrical systems.
• Investigates and responds to public complaints on traffic signals, lighting, electrical systems, traffic management systems, or other traffic related items.

Minimum Qualifications:

Education:

Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience:

Transportation Engineer II-5 years engineering, transportation engineering, or related engineering experience

Transportation Engineer III- 6 years engineering, transportation engineering, or related engineering experience

Transportation Engineer IV- 7 years engineering, transportation engineering, or related engineering experience

(Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*


*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

• Planning, coordinating and handling multiple projects within area of responsibility to meet short- and long-term deadlines
• Considerable knowledge of electrical safety standards, codes, and practices

Transportation Engineer IV

Expert skill and extensive knowledge in all the above and:
• Researching, analyzing and interpreting policies and state and federal laws and regulations specific to functional area
• Considerable knowledge of industry standards, specifications, codes, and practices for lighting and electrical systems
• Considerable knowledge of electrical and illumination system design, materials, and applications

Physical Requirements and Working Conditions:
