Job Responsibilities

At the District One office, provides oversight of all County, City, and other local entity projects being constructed on SCDOT owned Roads and Bridges in District 1. Monitors projects for conformance with contract, plans, encroachment permits, supplemental agreements, and Standard Specifications. Serves as liaison between SCDOT and local entity. Ensures projects being constructed through SCDOT's LPA (Local Public Agency) program meet all federal guidelines for eligibility. Assists with construction oversight of large and/ or unique encroachment permits performed by other private entities as assigned by the District Construction Engineer (DCE). Manages inspection staff provided by local RCE offices. Assist the DCE and Assistant District Construction Engineer (ADCE) serving as the District Construction Representative on Design Field Reviews, Scoping Meetings, Preconstruction Conferences, and Final Inspections. Performs monthly periodic internal quality control checks of construction projects assigned to the District. Trains field staff on use of Quality Management Checklist and manages team for audit. Assist District Construction with development and implementation of special projects and extensions as necessary. Assist in performing preconstruction plan reviews for constructability.
Minimum and Additional Requirements

A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management and five (5) years of engineering or construction management work experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.

The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.

Additional Comments

May be required to work overtime, nighttime, and/or weekends during hazardous weather or emergencies.
