Transition Manager
Overview
We are seeking an experienced Transition Manager to lead transition-in activities for a large-scale State government technology modernization and operations initiative.
The Transition Manager will serve as the primary point of contact throughout the transition period and will be responsible for coordinating knowledge transfer, managing operational handoff activities, identifying transition risks, and ensuring continuity of services as responsibilities move from the incumbent vendor to the delivery organization.
The ideal candidate will possess significant experience managing IT system transitions, vendor handoffs, operational readiness activities, and stakeholder communications within large-scale enterprise or government environments.
Responsibilities
  • Lead and coordinate all transition-in activities with the outgoing vendor and State stakeholders
  • Serve as the primary point of contact for the State throughout the transition period
  • Develop and manage the transition plan, schedules, milestones, and readiness activities
  • Coordinate knowledge transfer sessions, operational reviews, and documentation handoff activities
  • Capture and document business processes, operational procedures, support models, system dependencies, and institutional knowledge from the incumbent vendor
  • Identify transition risks, operational gaps, staffing concerns, and continuity challenges
  • Develop mitigation plans and monitor transition-related risks through resolution
  • Facilitate communication across program leadership, technical teams, operations teams, and State stakeholders
  • Establish transition governance processes and readiness review activities
  • Support staffing readiness, operational readiness, and service continuity planning
  • Develop and maintain transition documentation, runbooks, and operational procedures
  • Provide status reporting and executive updates throughout the transition lifecycle
  • Support planning and execution of post-transition operational leadership activities
Required Qualifications
  • 7+ years of experience managing IT transitions, service transitions, vendor handoffs, or large-scale operational transformations
  • Experience coordinating knowledge transfer and operational readiness activities
  • Strong stakeholder management and communication skills
  • Experience managing risks, dependencies, and issues in complex program environments
