Under general supervision plans, develops, and administers safety and related training programs for the Transportation Department. Ensures compliance with state and federal regulations related to transportation safety. Serves as a technical resource for transportation safety and compliance.
CLASS CHARACTERISTICS This is a single incumbent class and is characterized by responsibility for planning, developing and administering safety programs and safety training for the Transportation Department.
SUPERVISION RECEIVEDWorks under the general direction of the Director of Transportation.
SUPERVISION EXERCISEDMay exercise lead responsibilities over support staff.
Essential DutiesEssential duties include, but are not limited to, the following:
Conducts DMV statutory training for Commercial Drivers License holders in order to maintain Verification of Transit Training certificates; documents training and sends forms to DMV; maintains statistics and logs on training; signs as City designee on DMV Employer Testing Program.
Serves as chair of the Accident Review Board monthly meetings; issues follow-up letters from recommendations of the Board; schedules and chairs appeal hearings and issues follow-up letters of decisions. Serves as department representative to City Safety Committee meetings.
Conducts classroom and behind-the-wheel training for new hires, department CDL holders, new equipment, ADA, defensive driving, injury & illness prevention, drug & alcohol, emergency and accident handling procedures. Counsels coach operators on safety related issues.
Reviews qualifications of applicants and DMV printouts; participates on oral boards and Highway Patrol inspections.
Trains department employees in DOT mandated Drug/Alcohol testing program and policies. Transports employees to medical provider for random drug/alcohol testing. Communicates with random selection provider and receives negative results from medical provider.
Prepares required monthly reports; records information for safety incentive program; serves as relief operator as necessary. Serves as backup Transit Operations Supervisor as needed to supervise daily operations of transit system.
Qualification GuidelinesKnowledge of: California Vehicle Code; Drug Free Workplace Act; Commercial Motor Vehicle Safety Act; California Code of Regulations; Commercial Drivers Handbook; ADA; safe coach driving techniques; City safety polices, procedures and practices; accident investigation techniques.
Ability to: drive a commercial coach; develop and conduct safety training; understand and interpret laws, regulations, policies and procedures; conduct accident investigation and safety hearings; work independently; communicate effectively orally and in writing; establish and maintain cooperative working relationships; and conduct research, compile data and prepare reports.
Education and/or ExperienceAny combination of education and/or experience that has provided the knowledge, skills and abilities necessary. Example combinations include:
Graduation from high school or equivalent plus completion of technical courses in safety or other related subjects, and four years of related experience including experience in coach operations and at least one year of supervision.
Required Licenses and CertificatesPossession of an appropriate California driver license, VTT certificate, medical certificate, and DOT certification as a trainer at time of hire.

Benefits for General Unit EmployeesRetirement: Membership in the Public Employee's Retirement System (PERS) is as follows: Employees hired after January 1, 2013 who are new to Cal-PERS, or are returning members with a break in service greater than six months, will be enrolled into the 2% @ 62 retirement plan formula and will be required to pay up to 50% of the "normal costs" currently 8.5%). Returning members with a break in service less than six months may be enrolled into the 2% @ 55 retirement plan formula and will be required to pay 7% of their reportable compensation (employee contribution), if eligible. Furthermore as a result of PEPRA, CalPERS will take into account prior service at a reciprocal retirement system (or system that has similar agreements with CalPERS, such as CalSTRS) when determining your benefit formula when you enter membership with a CalPERS employer.

Paid Holidays: The City currently observes ten holidays plus two floating holidays.
Vacation Leave: Eighty hours per year after completion of one year; 120 hours per year after completion of 5 years; 160 hours per year after completion of ten years or more.
Sick Leave: Credit for sick leave with pay shall accrue at the rate of (8) hours for each calendar month of service. A 3,000 hour Hourly Unit employee who is hired to a full-time position, shall have the right to use any previously earned sick leave while serving their probationary period in the new promotional classification. However, the probationary period will be extended by the amount of time used.
Medical Plan: Each employee has a choice of insurance plans offered through the California Public Employees' Retirement System (CalPERS). The City currently pays the monthly premium cost up to $1,600.
Dental Insurance: Covered through Delta Dental Plan. The City pays 100% of the premium for employee plus dependents.
Vision Insurance: Covered through Vision Services Program (VSP). The City pays 100% of the premium for employee plus dependents.
Group Life Insurance Plan: Life insurance is provided at no cost to the employee. The City provides $5,000 term insurance to employees with less than 5 years of service. Effective the first month following completion of 5 years continuous service, employees are covered with insurance equal to one and one-half times their annual salary.
Voluntary Insurance Plans: Optional Supplemental Life, Short Term Disability, Hospitalization, Accident, and Cancer insurance policies are available at the employee's cost.
Long Term Disability Insurance: The City pays 100% of the insurance plan.
Deferred Compensation: Option plan available at employee's cost.
A Six Month Probationary Period: Must be satisfactorily served by each employee before he/she is considered for permanent employment.
