General Description
JOIN OUR TEAM AS A TRAFFIC OPERATIONS MANAGER!

The role of Traffic Operations Manager is to lead and direct the engineering, technical, field, and office personnel for the Traffic Operations Division of the County's Transportation Engineering Department (TED). Provides technical, administrative and managerial traffic operations engineering services, including representing the County in court as an expert witness; assists the TED Director in traffic operations related matters.
Essential Job Functions

  • Manages TED's Traffic Operations Division and assists the TED Director in the implementation of the County's Transportation Capital Improvement Program and Annual Operations Plan as it relates to Traffic Operations. Performs other traffic engineering management and administrative functions as directed by the TED Director. Represents the County at public meetings and workshops, often in the evening. Coordinates storm recovery operations as it relates to traffic related infrastructure. Prepares departmental budgets and evaluates subordinate personnel. Performs related work as required.
  • Supervises traffic engineering operations and activities. Directs traffic equipment maintenance work throughout the County. Provides traffic operations assistance to municipalities when requested and approved.
  • Directs the operational functions of the traffic engineering staff in the construction, installation, operation, and maintenance of traffic control devices.
  • Supervises all traffic data collection or studies such as traffic counts, speed studies, traffic surveys, signal warrant analysis and safety and other related studies.
  • Directs the compilation and analysis of data, and the findings from traffic studies, field studies, traffic plans, drawings, sketches, and charts to generate reports for the development of signals, signs and markings, and maintenance of traffic. This includes direction and operation of the traffic computer system.
  • Takes an active part in transportation studies and programs that affect the County. Directs the promotion of a good public relations program related to traffic matters, including investigation and analysis of complaints and responding to inquiries/requests from the general public and various stakeholders.
  • Performs other related work as required.

Knowledge, Skills and Abilities

  • Knowledge of traffic signal coordination systems, their management and their maintenance requirements.
  • Knowledge of the latest techniques, methods, procedures, and practices of civil engineering, project management and/or engineering as related to Traffic Design and Operations.
  • Knowledge of local and area conditions of traffic movement and loads, and other considerations affecting the movement of traffic.
  • Knowledge of the practices and procedures used in the planning, design and construction of signing, pavement markings, and traffic signal facilities.
  • Knowledge of contract management and purchasing procedures.
  • Possession of administrative engineering skills.
  • Ability to establish and maintain effective working relations with the County Commissioners, County employees, business partners, other governmental jurisdictions, consultants, the public, and employees, often under stressful conditions.
  • Ability to supervise, plan, review and evaluate technical traffic engineering projects, designs, and specifications.
  • Ability to analyze complex traffic problems and conditions and to present clear and concise engineering recommendations to the County Engineer.
  • Ability to prepare written technical reports, estimates, construction, and cost records.
  • Ability to represent the County in public speaking events.
  • Must be an effective change agent driven to inspire and implement change with excellent customer service, leadership, and communication skills.
  • Ability to maintain an enthusiastic, self-reliant and self-starting approach to meet job responsibilities and accountability.
  • Ability to anticipate work to be done and initiate proper and acceptable direction for completion of work with a minimum of supervision and instruction.
  • Ability to read for comprehension.
  • Ability to operate a personal computer and Microsoft Office Suite tools.
  • Knowledge of division budgetary requirements, ability to evaluate current status, and prepare budgets for future needs.

Minimum Requirements
PHYSICAL SKILLS/WORKING CONDITIONS: Ability to communicate effectively using verbal, written and visual communication. Occasionally, requires working outdoors and attending evening meeting. Must be able to walk, stoop, bend, climb, and stretch. Must be able to operate a motor vehicle.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering. Eight (8) years of experience in traffic operations and engineering required.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. Current registration as a Professional Engineer in the State of Florida (or ability to obtain registration within six (6) months of employment), Professional Traffic Operations Engineer (PTOE) preferred.

This position directs emergency response for Engineering Services during emergencies with the focus on maintaining/optimizing traffic operations and safety based on conditions.
