Job Description

AECOM is seeking a motivated professional for the Office of the Deputy Assistant Secretary of the Navy (Energy) to support the development and execution of programs that enhance energy and water security across Navy and Marine Corps installations and assist in deploying programs focused on energy and water resiliency as well as cybersecurity. This role offers a unique opportunity to contribute to critical initiatives that safeguard mission readiness, promote innovation, and drive long-term sustainability for naval facilities.

THIS POSITION IS CONTINGENT

Position is under a non-personal services contract. Work will be performed remotely, or at the Pentagon, or at the Offices of Naval Facilities Engineering Systems Command, San Diego.

Responsibilities include but not limited to the following:
  • Provide expertise and support to Office of the Deputy Assistant Secretary of the Navy for Energy (ODASN(E)) related to implementation of the Department of the Navy (DON) Policy to advance the Navy's strategic priorities in water, energy, environmental security.
  • All of this work will be performed under Title 10 U.S.C. Support compliance of energy savings contracts, sales of electricity from alternative facilities, and third-party financing mechanisms.
  • Ensure compliance with executive orders, federal energy directives, and regulatory frameworks such as the National Defense Authorization Act (NDAA) and DoD Financial Management Regulation regarding department of the Navy (DoN) energy and water resilience advancements.
  • Experience supporting legislative compliance and energy program execution.

Qualifications

Minimum Requirements:
  • Bachelor's degree and 10 years of experience in federal energy program management or policy or demonstrated equivalency of experience and/or education, including 2 years of leadership.
  • Experience with managing and implementing energy and water programs under United States Code Title 10, including 10 USC 2912, 2913 and 2916 and DoD financial management regulations.
  • Due to the nature of this work, US citizenship is required or U.S. permanent resident with minimum 3 years legal U.S. residency.
  • As a condition of employment, candidates must pass a drug screening.

Preferred Qualifications:
  • Advanced degree or certification in in fields relevant to energy, water security, environmental policy, strategic communications, and program management.
  • Experience briefing senior leadership and supporting congressional affairs.
  • Knowledge of federal energy and water policy directives and resilience initiatives.


Additional Information
  • Relocation assistance is not available for this role.
  • Offered compensation will be based on location and individual qualifications. The expected range is $160,000.00 - $220,000.00
