Job Summary

The Business Development Mgr is responsible for project partner relationship management; development of negotiating strategies and positions; building consensus both within and without Amtrak; taking a lead role in negotiations of agreements, contract amendments and other third-party contracts; and administration of existing and new contracts and assistance with agreements.

This position is responsible for contracts and relationship management for several agencies, including but not limited to NJ Transit, New York State Department of Transportation, the New York Metropolitan Transportation Authority, the Port Authority of New York and New Jersey, Hudson River Park Trust and the Gateway Development Commission.

Areas of responsibility include coordination and development of agreements with agencies, authorities and departments (federal, state, local, bi-state and utilities), Amtrak and private parties for the purposes of executing the Gateway Program or other Amtrak initiatives.

This position will also coordinate strategic planning, capital and operational budgeting and other cross-account and global issues of the Major Program Delivery group.

Essential Functions

  • Assist in the drafting of design phase, project development, funding, construction phase and other types of agreements with agencies, authorities, departments, and private parties to effectuate Amtrak capital investment initiatives such as the Gateway Program;
  • Coordinate the negotiation of agreements with Amtrak Law, Finance, Procurement, Operations, Risk and other relevant departments, to ensure appropriate remuneration and compliance with Amtrak legal and financial requirements and objectives, as well as with Mechanical, Engineering, Labor Relations and Human Resources regarding the negotiation of and compliance with specific corporate requirements;
  • Assist in the achievement of financial targets and performance measures associated with agency contracts;
  • Coordinate Amtrak activities with project partners and the Gateway Development Commission;
  • Brief and provide recommendations to project partners on beneficial strategic options, policy positions, and related issues;
  • Engage with project partners to formulate constructive decision-making and aim to resolve any potential conflict with amicable solutions;
  • Coordinate with the Amtrak Operations, including Deputy General Managers, Superintendents and Division Engineers responsible for providing services and infrastructure access to customer agencies;
  • Coordinate activities of other Amtrak departments involved in providing services to customer agencies, including Real Estate, Government Affairs, Procurement and Materials Management and Strategy & Planning;
  • Coordinate departmental planning, performance goals, operating and capital budgeting, forecasting and variance explanation, and other cross-account and global issues.


Minimum Qualifications

  • Bachelor's degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree. Plus,
  • 7 years of relevant experience required
  • 9+ years of relevant experience preferred


Preferred Qualifications

  • Master's degree in business, planning, transportation, law or related field with at least 13 years of relevant business and planning experience, including at least five years in the transportation industry.
  • Understanding of Amtrak operations and infrastructure.
  • Experience in working with governmental agencies or commuter agencies.
  • Experience in negotiating complex issues and drafting appropriate contract terms with federal, state and local officials and private industry representatives.


Knowledge, Skills, and Abilities

  • Superior quantitative and analytical skills, along with strategic, business and political savvy.
  • Demonstrated ability in customer service and contract negotiations and administration.
  • Experience in PC based applications, including Word, Excel, PowerPoint, financial planning/reporting systems, and other technology-based systems.

The salary/hourly range is $113,200.00 - $146,664.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
