About the Role
The Texas Higher Education Coordinating Board is seeking an experienced and analytical professional to serve as a Senior IT Business Services Program Specialist in Information Technology Services. Reporting to the Director of IT Service Delivery, this position leads complex program activities, analyzes performance, coordinates crossfunctional work, and supports the continuous improvement of technologyrelated programs and services.
The Senior Program Specialist plans and coordinates complex activities; monitors vendor, contract, and service performance; analyzes operational data and compliance indicators; identifies risks and improvement opportunities; and develops policies, procedures, standards, briefings, and reports for leadership decisionmaking.
Serving as a lead program resource, this position coordinates work across ITS teams, agency stakeholders, vendors, and procurement partners. It applies advanced judgment to resolve issues, prioritize work, support audits and governance activities, and align program operations with agency objectives and contractual obligations.
The position works under limited supervision with considerable latitude for initiative and independent judgment. It may lead, coordinate, prioritize, or guide the work of others but does not have formal supervisory responsibility.
General Description:
Performs advanced (seniorlevel) consultative services and technical assistance work for the Information Technology Services (ITS) Department of the Texas Higher Education Coordinating Board (THECB). The Senior IT Business Services Program Specialist leads complex program activities, analyzes program performance, coordinates crossfunctional efforts, and supports continuous improvement of technologyrelated programs and services.
Work involves planning and coordinating complex program activities; monitoring vendor, contract, and service performance; analyzing operational data and compliance indicators; identifying risks and improvement opportunities; and developing policies, procedures, standards, briefings, and reports that support effective program delivery and leadership decisionmaking.
Serves as a lead program resource and coordinates work across ITS teams, agency stakeholders, vendors, procurement partners, and other program participants. Applies advanced judgment to resolve issues, prioritize work, support audits and governance activities, and align program operations with agency objectives, contractual obligations, and applicable requirements.
Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. May lead, coordinate, prioritize, or guide program activities and the work of others without formal supervisory authority. This position reports to the Director of IT Service Delivery. Performs other duties as assigned.
General Duties and Responsibilities:
Advanced Program Planning and Operational Coordination Leads the planning, coordination, and execution of complex technology program activities involving multiple stakeholders, vendors, and service components. Establishes work plans, tracks commitments, and ensures activities remain aligned with agency priorities and operational requirements.
Vendor, Contract, and Service Oversight Monitors vendor performance and service delivery for assigned programs; reviews contractual obligations, deliverables, service levels, and invoices; resolves service issues; and coordinates corrective actions with procurement staff, vendors, and program partners.
Performance Analysis, Risk Identification, and Reporting Analyzes program performance data, service trends, resource usage, and compliance indicators to identify risks, inefficiencies, and improvement opportunities. Develops findings, recommendations, performance measures, and reports for leadership review.
Lead Coordination and Work Prioritization Provides functional leadership by coordinating and prioritizing program work, guiding others in applying program requirements, monitoring progress, resolving dependencies, and promoting consistent execution across assigned activities.
Executive and Stakeholder Reporting Support Prepares accurate and timely program briefings, decision materials, status reports, presentations, and supporting documentation for executive leadership, governance bodies, audits, and stakeholder meetings.
Policy, Procedure, and Standards Development Develops, interprets, implements, and maintains program policies, procedures, standards, controls, and documentation that support consistent operations, compliance, accountability, and effective resource management.

Required InOffice Days:
This position is authorized for a hybrid telework schedule. Employees are required to work in the office two (2) days per week, with the remaining three days eligible for telework. Specific inoffice days may be determined by the department to meet business needs.

Required Minimum Education and Experience:
Bachelor's degree from an accredited fouryear college or university with major coursework in business administration, public administration, information systems, technology management, or a related field.
Four (4) years of progressively responsible professional experience in program administration, operations, technology services, contract or vendor management, performance analysis, or a related field.
Experience coordinating complex work across multiple teams, stakeholders, vendors, or service providers.
Additional related work experience may substitute for the required education on a yearforyear basis.
Preferred Experience and Education:
Experience administering technologyrelated programs or services in a complex organizational environment.
Experience with vendor management, contract monitoring, servicelevel reporting, or procurement coordination.
Experience developing performance measures, analyzing service data, and presenting recommendations to leadership.
Experience developing or improving policies, procedures, standards, controls, or governance documentation.
Experience leading crossfunctional initiatives and coordinating work without direct supervisory authority.
Experience supporting audits, compliance reviews, resource planning, or continuous improvement efforts.
Experience in public sector or government environments.
