Tenant Services Architect (EMS 2)

About the opportunity:

This position is part of WaTech's Computing Services Division (CSD), which hosts the Communications and Productivity service. This service provides statewide Microsoft enterprise services, including workforce identity, messaging, collaboration, and device platforms.

As a member of the Tenant and Workforce Identity Services team, this position supports the Office 365 and cloud environments used by state governmental entities to deliver secure, reliable, scalable, and customer-focused technology solutions.

The Tenant Services Architect serves as the statewide enterprise architecture expert responsible for advancing the technical direction, governance, and design of tenant-wide enterprise services within Washington's complex hybrid Microsoft Active Directory and Microsoft Entra ecosystem.

In plain terms, this role focuses on architecture and technical direction for statewide Microsoft enterprise tenant services.

This position works across business, technical, governance, and architecture partners to analyze requirements, design future-state solutions, assess alternatives, produce architecture artifacts, and support enterprise implementation planning. This position reports to the Tenant and Workforce Identity Manager.

Duties
Some of what you can expect:

Enterprise architecture and technical design
  • Architect, plan and design statewide Microsoft enterprise services, including identity, messaging, collaboration and supporting cloud technologies.
  • Lead architectural design efforts to integrate new technologies with existing statewide infrastructure.
  • Define business, data, application and technology architecture principles for statewide Microsoft enterprise tenant services.
  • Produce architecture documents, patterns, diagrams and design artifacts that support enterprise implementation and align with the state's strategic direction.
  • Advise on the target future state for enterprise business processes, information, technology and applications needed to support business objectives and the enterprise mission.

Analysis, recommendations and governance
  • Conduct analysis of technical and business requirements and ensure alignment with statewide strategies and Tenant Services roadmaps.
  • Assess alternatives and make recommendations based on a holistic view of costs, benefits, risks, dependencies and implementation considerations.
  • Recommend updates to statewide technology policies and governance standards related to Microsoft cloud services.
  • Collaborate with governance bodies and senior architects to ensure designs adhere to statewide standards.

Enterprise initiatives and technical leadership
  • Lead project teams in research efforts, pilot development and proof-of-concept design work supporting new enterprise offerings.
  • Consult with senior leaders, business partners, architects and technical experts on enterprise tenant design, integration, governance and service direction.
  • Coach or mentor technical experts on architecture practices, design considerations and alignment with statewide standards.

Qualifications
Here's what we're looking for:
  • Twelve years of experience in Enterprise service system administration or IT architectural design. Years of education can substitute for the required experience, one-for-one, up to four years. This experience must include a minimum of two years performing work in each of the following areas:
    • Complex enterprise systems and hybrid environments.
    • Emerging technology evaluation related to enterprise Microsoft, cloud, identity, messaging, collaboration or supporting services.
    • Requirements gathering and analysis.
    • Integration, testing, maintenance and performance monitoring.
    • Designing solutions in federated, multi-tenant environments.
    • Consulting with senior and executive business partners.
    • Coaching or mentoring technical experts.

Preference may be granted to applicants who possess the following:
  • Bachelor's or master's degree with emphasis in computer science, or related field.
  • Familiarity with state organization structures, processes and policies.
  • TOGAF (The Open Group Architecture Framework) or equivalent enterprise architecture certification.
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.

Supplemental Information
Telework: This position is approved for telework. The incumbent must be within a reasonable commuting distance to WaTech's office in Olympia, Washington for urgent onsite requirements. Onsite presence may be required more frequently based on business needs. The incumbent must be available to report in person for activities including, but not limited to, in-office meetings, team coordination, agency events, training sessions or response to critical service issues. Must reside in the state of Washington.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
