Job Description

SAIC is seeking a talented Technology Protection Manager to support NSWC Crane Joint Hypersonics Transition Office (JHTO). This candidate will be responsible for implementing and enforcing adherence to best practices to protect critical technical information generated by office science and technology efforts. The individual will be the organizational lead for all security-related issues but primarily technology and information protection.

NOTE: This is a hybrid position requiring the candidate to be onsite approximately 2-3 times per week.
  • Lead Security Operations: Serve as the organizational lead for all technology protection matters, guiding and influencing security practices across the office.
  • Manage Complex Processes: Oversee and manage complex review and approval processes, such as those for export control requests and access to sensitive data.
  • Investigate Incidents: Investigate alleged security violations and privacy breaches, identify root causes, and recommend corrective actions.
  • Provide Expert Guidance: Function as a subject matter expert, providing clear guidance and training on security, export control, and CI best practices to a varied audience.


Qualifications

  • Must have an active DoD Top Secret Security Clearance, with SCI eligibility.
  • Bachelor's degree in computer science, Management Information Systems, or related fields and 10 years experience
  • An equivalent combination of education (4 additional years of experience in lieu of degree); technical certifications or technical school training will be considered
  • Prior experience as a Security Manager with a minimum of 3 years of relevant work experience
  • Experience developing data security policies using data security standards, guidelines, and requirements that include privacy, authentication, access control, retention, disposal, incident management, disaster recovery, and configuration.
  • Ability to develop and document processes and procedures for end users knowledge
  • Data Security & Information Protection: Comprehensive understanding of data security standards, guidelines, and requirements, including privacy, access control, incident management, and data retention/disposal.
  • Classification Systems: In-depth knowledge of government classification markings and procedures for Controlled Unclassified Information (CUI).
  • Export Control Regulations: Familiarity with export control laws such as the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), particularly as they apply to defense technologies.
  • Counterintelligence (CI): Working knowledge of CI threat assessment methodologies, due diligence processes, and risk mitigation strategies within a research and development context.
  • Cybersecurity Principles: Strong understanding of cybersecurity measures, tools, and processes required to safeguard sensitive digital information.

  • Policy & Procedure Development: Proven skill in creating, implementing, and assessing security policies, processes, and procedural documentation for end-users.
  • Analytical & Review Skills: Strong ability to analyze technical documentation, identify security vulnerabilities or marking inaccuracies, and conduct detailed reviews for compliance.
  • Threat Assessment: Demonstrated ability to conduct threat assessments and due diligence reviews to identify and evaluate potential security and counterintelligence risks.
  • Communication & Collaboration: Excellent interpersonal and communication skills for effectively training personnel, coordinating with diverse stakeholders (DoD, industry, academia), and reporting to leadership.
