Full Job Description
Required Experience:

  • 5 years of experience delivering technical writing services to CISA Stakeholder Engagement Division (SED)-governed councils, advisory entities, committees, workgroups, and stakeholder engagement frameworks in accordance with the Federal Advisory Committee Act (FACA), Department of Homeland Security Directive 093-01, General Records Schedule 6.2, and other applicable statutes, regulations, and policies.
  • Strong writing skills to develop thorough meeting notes for the record that accurately captures the discussion in classified settings while adhering to security requirements.
  • Capable of supporting unclassified and classified meetings (approximately 500 meetings per year)-including materials preparation and notetaking.
  • Accustomed to developing, updating, and maintaining council/committee charters, bylaws, membership structures, and procedural documents.
  • Ability to conduct research on critical infrastructure, cyber and physical security policy, cyber and physical threats, resilience, and Information and Communications Technology (ICT) related issues and develop products summarizing key research findings on Government defined cycles, at least weekly.
  • Proven experience in developing strategy papers, research memoranda, white papers, and issue analyses for leadership.
  • Hands-on experience with producing Legislative and policy review summaries assessing potential impacts on council or stakeholder engagement.
  • Demonstrated track record of conducting technical edits of committee reports and studies to ensure clarity, accuracy, consistency, and compliance with DHS/CISA and industry style guides.
  • Strong proficiency with using editing and publishing tools (Word, Acrobat, Drupal) to produce templates, complete technical edits, and ensure 508-compliant deliverables.
