BD Subject Matter Expert II / Proposal Writer

Purpose and Scope
The BD Subject Matter Expert II builds upon the foundational skills of SME I and provides intermediate-level leadership in business development and proposal writing. This role supports all aspects of proposal efforts, incorporating strategies to manage more complex customer solicitation requirements. The SME II specializes in producing technical solutions and leading proposal sections that drive competitive and compelling responses.

Principal Accountabilities

  • In addition to the responsibilities listed under BD Subject Matter Expert I, the SME II is responsible for:
  • Leading staffing structures and management approaches, ensuring alignment with proposal strategies.
  • Developing content strategy in collaboration with capture managers while incorporating feedback from proposal managers.
  • Reviewing and refining subcontractor contributions to ensure accuracy, compliance, and adherence to company standards.
  • Drafting and contributing to win strategy documentation, including pricing strategies, competitive assessments, and value propositions.
  • Performing Peer Reviews on other proposal writers as assigned.
  • Coordinating and leading review sessions (Pink, Red, Gold) for assigned sections or proposals.
  • Participating in proposal management reviews to ensure the development of accurate and compelling technical, management, and past performance submissions.


Knowledge & Skills

  • Excellent verbal and written communication, editing/proofreading, research, and analytical skills.
  • Strong organizational ability to manage multiple work assignments with competing deadlines while producing high-quality deliverables under pressure.
  • Comprehensive understanding of federal acquisition process, FAR/DFARS regulations, and the RFP lifecycle (including RFP sections and appendices).
  • Familiarity with government customers, including DoD, DoS, USAID, and international organizations, along with related markets, regulations, and cultures.
  • Strong interpersonal skills, including tact, diplomacy, and the ability to work collaboratively with cross-functional teams, technical SMEs, and leadership.
  • Advanced computer skills using Microsoft Office Suite (Word, Excel, Project, SharePoint), Adobe Acrobat, and related tools.
  • Ability to synthesize complex information into clear, concise, and compelling narratives.
  • Basic knowledge of pricing strategies and evaluation criteria (especially relevant at SME II and III levels).


Education & Experience
  • Bachelor's degree in business, economics, writing, or related field preferred. Substantial experience may substitute for some educational qualifications.
  • Ten (10) years of experience managing and contributing to federal or technical proposals, with demonstrated leadership.
  • Formal Shipley or equivalent capture/proposal training is highly desired.


Common Work Environment, Physical, and Mental Demands
  • Normal office conditions with occasional requirements for extended hours, nights, or weekends to meet deadlines.
  • Exceptional attention to detail and focus under simultaneous deadlines and high-pressure environments.
