Summary: We are seeking an experienced and detail-oriented Technical Writer to support the Federal Emergency Management Agency (FEMA) Planning and Exercise Division (PED). This role is responsible for editing, formatting, and developing a wide range of technical documentation, including operational plans, needs assessments, and policy papers-ensuring clarity, consistency, and compliance with federal standards, including Section 508 accessibility requirement. This position plays a vital role in the development and coordination of strategic and operational plans that strengthen FEMA's readiness to respond to disasters and emergencies across the United States. The ideal candidate has a strong background in emergency management planning, excellent analytical and communication skills, and a desire to contribute to meaningful work that enhances national resilience. Responsibilities Essential Job Functions: - Edit and refine a variety of technical documents including operational plans, standard operating procedures (SOPs), needs assessments, and policy papers. - Ensure all documentation is accurate, concise, well-organized, and aligned with FEMA's mission and federal writing standards. - Review and revise content for grammar, clarity, consistency, tone, and formatting. - Ensure full Section 508 compliance for accessibility, including document tagging, alt text, and use of accessible templates. - Collaborate with planners, analysts, and subject matter experts (SMEs) to translate technical information into clear, readable content. - Maintain document version control and manage content updates in shared environments (e.g., SharePoint, Teams, or other knowledge management systems). - Assist with the development and formatting of planning templates, checklists, and other enterprise tools. - Support the production of communication materials and reports intended for internal and external stakeholders. Qualifications Necessary Skills and Knowledge: - Shall have strong writing skills and expertise in Section 508 compliance. - Strong attention to detail and ability to manage multiple priorities and deadlines. - Proficiency in Microsoft Word, Adobe Acrobat Pro, and familiarity with style guides such as the GPO Style Manual or Chicago Manual of Style. - Excellent written and verbal communication skills. Minimum Qualifications: - At least three (3) years of experience editing technical documents, including operational plans, needs assessments, and policy papers. - Expertise in Section 508 compliance. - Must have a Public Trust clearance. Preferred Qualifications: - Experience supporting FEMA or other federal emergency management agencies. - Familiarity with FEMA doctrine, including the National Response Framework and National Preparedness System.
