Full Job Description
We are looking to add a Technical Strategy Practice Leader who will help foster our mission that All People Should Live in Safe, Sustainable and Beautiful Communities! This role will build and lead the firm's technology strategy, portfolio management, procurement, and vendor management functions to ensure technology investments align with business priorities and deliver measurable value. This position will partner with senior leadership and develop the team, processes, and standards needed to manage projects, products, platforms, adoption, and performance across the technology portfolio.

What You Will Be Doing:

  • Lead technology portfolio governance and advise senior leadership on investment sequencing, build-versus-buy decisions, and resource allocation to maximize enterprise value and manage risk.
  • Establish and oversee a centralized technology procurement and vendor management function to control spending, streamline purchasing, strengthen contract and security review, and prevent unplanned renewals.
  • Implement and maintain a portfolio-wide TCO/ROI framework and consolidate view of platforms, products, and projects to support transparent, evidence-based investment decisions.
  • Build integrated project management, product ownership, and enablement practices to deliver technology solutions on time, within scope, and through a consistent lifecycle from intake through adoption and renewal.
  • Assign clear ownership, roadmaps, and value measures for major platforms and applications to ensure accountability, user fit, adoption, and post-implementation benefits realization.
  • Optimize the technology vendor, license, contract, and spend portfolio to reduce duplication, right-size costs, close capability gaps, and achieve sustainable savings.
  • Develop, mentor, and lead a multidisciplinary team of project managers, product managers/owners, and enablement specialists to build the internal capacity needed to execute the technology strategy.
  • Evaluate and manage technology consultants to determine when external expertise provides the greatest value and when capabilities should transition in-house.
  • Report portfolio performance, risks, adoption, and realized value to senior leadership to strengthen governance, accountability, and continuous improvement.
  • Travel to facilities and other projected related locations as necessary.
  • Maintains confidentiality of company and client related information.
  • Other duties as assigned.


What We Are Looking For:

  • 10+ years of progressive technology leadership in digital product development, technology strategy, or experience-led delivery, including client-facing products, with growth from hands-on practitioner to strategic leader
  • Demonstrated success developing and executing strategic plans that align technology work with real business goals, measured through performance metrics
  • Experience building or maturing a practice or function from the ground up (charter, processes, tooling, and staffing) and proving its value as it grows
  • Track record of leading and mentoring multi-disciplinary teams (designers, developers, project managers, product owners) through change in how work gets delivered
  • Commercial experience scoping, contracting, and managing technology engagements and vendor relationships, which is the foundation for standing up the procurement function
  • Fluency in connecting technology investment to business value (business cases, time-to-value, ROI), and strong facilitation and communication skills across technical and non-technical audiences
  • Possess a valid driver's license as travelling to various facilities and job sites may be required.
  • Understands and complies with company safety policies.
