About the Role:

General Matter is hiring a tenacious recruiter to help build the workforce behind the world's most modern enrichment facility in Paducah, Kentucky. This role will own full-cycle recruiting across technical, skilled trades, operations, manufacturing, construction, and facility buildout roles while also helping develop the long-term talent pipelines needed to support one of the most ambitious industrial projects in the country.

This is a unique opportunity to join a lean, high-impact recruiting team at a critical stage of growth. You will partner closely with hiring managers, operations leaders, and community stakeholders to identify, attract, assess, and close exceptional talent. You will also help build the external relationships that makes growth possible, including partnerships with trade schools, technical colleges, universities, workforce development organizations, and local community groups.

This role requires both strategic judgment and operational intensity. We are hiring at high volume, and we need someone who can scale recruiting without making candidates feel like a number: tracking pipeline health, maintaining clean systems, identifying bottlenecks, driving processes forward with urgency and precision, and ensuring every candidate receives clear communication, thoughtful engagement, and a positive impression of General Matter throughout the process.

Responsibilities:
  • Own the full-cycle recruitment process for technical and operational roles, from intake to closing.
  • Act as a key business partner to leaders and hiring managers by providing market insights, rapidly calibrating on top talent, and refining interview processes to drive successful hiring outcomes.
  • Conduct thorough initial interviews that assess ability, excellence, and cultural alignment while delivering a positive candidate experience and strong interview-to-offer outcomes.
  • Build and maintain high-volume recruiting pipelines, tracking hiring progress as an operation and using metrics to identify bottlenecks, improve conversion, and drive consistent execution.
  • Develop workforce development partnerships with trade schools, technical colleges, community colleges, universities, workforce boards, training programs, and other educational institutions in Paducah and the surrounding region.
  • Plan, coordinate, and attend community events, school visits, technical talks, and other outreach efforts to build General Matter's presence in the local talent market.
    Design and execute sourcing strategies that extend beyond traditional recruiting channels, including referrals, cold outreach, local networking, community partnerships, events, and targeted campaigns.
  • Deliver exceptional candidate experiences across the interview process that reflects General Matter's mission, culture, and high-performance culture.
  • Wear many hats across the recruiting function, from managing process improvement initiatives, coordinating onsite interviews to process improvement projects as we scale.

Basic Qualifications:
  • Bachelor's degree and 3+ years of recruiting experience (academic, internships, and extracurriculars at university level qualify) or associate degree and 4+ years of experience; or 5+ years of professional experience as a recruiter in lieu of a degree.
  • Exceptional communication and interpersonal skills, with the ability to build trust with candidates, hiring teams, educational partners, and community organizations.
  • Proven ability to manage and execute multiple competing priorities with autonomy.
  • Holds a high bar for personal accountability and performance, consistently delivering quality results with speed, ownership, and attention to detail.
  • Strong judgement and discretion when handling sensitive information and advising on hiring decisions.
  • Willingness to attend local events, build community relationships, and serve as an external representative of General Matter in the Paducah region.

Preferred Skills and Experience:
  • Proven success hiring for skilled trades, manufacturing, or construction roles, including hard-to-fill or specialized positions such as electricians, welders, and construction professionals.
  • Full lifecycle recruiting experience, from sourcing to closing.
  • Experience supporting high-volume hiring environments where pipeline tracking, process discipline, candidate communication, and fast execution are critical.
  • Ability to distinguish between the top 50% and the top 5% of talent within their respective fields.
  • Demonstrated expertise in non-standard recruiting methods: cold calling candidates and companies, organizing and executing networking events, managing external partnreships, creating unique targeted sourcing campaigns, etc.
  • Deeply motivated by General Matter's mission to restore U.S. fuel enrichment capabilities and strengthen national energy security.

Additional Requirements
  • Ability to work extended hours and weekends as needed.
  • This position is based in Los Angeles, and requires being onsite full-time - hybrid and remote work will not be considered.

Compensation and Benefits:

The base salary range for this role is $100,000-$170,000 annually.

Compensation bands are determined by role, level, location, and alignment with market data. Individual level and base pay is determined on a case-by-case basis and may vary based on job-related skills, education, experience, technical capabilities and internal equity. Please note that the stated salary range is an estimate and may be adjusted based on market conditions, business needs, or other factors. In addition to base salary, for full-time hires, you may also be eligible for long-term incentives, in the form of stock options, and access to medical, vision & dental coverage as well as access to a 401(k) retirement plan.
