JOB DESCRIPTION:

Soliel is seeking a Technical Project Manager to lead cybersecurity and systems engineering initiatives. This position will be responsible for designing, planning, overseeing, and delivering complex enterprise technology projects centered on Public Key Infrastructure (PKI), Public Key Enabling (PKE), and identity management systems across multiple classification domains (NIPRNet, SIPRNet, and high-assurance networks). The role requires strong technical leadership in systems engineering sustainment, Certificate Authority (CA) operational support, hardware security modules (HSM), cross-domain solutions, and direct coordination with government stakeholders.

KEY RESPONSIBILITIES:
  • Drive team iteration execution, communicate with management and stakeholders, protects the team from uncontrolled injection of work (changes are evaluated/intentional)
  • Facilitates daily stand-ups, sprint planning, sprint review, backlog grooming and sprint retrospectives
  • Create or analyze business requirements documents and project timelines
  • Manage technical teams responsible for infrastructure operations, system sustainment, and service delivery.
  • Manage project conflicts, challenges and dynamic business requirements to keep operations running at a high performance
  • Work with the team leads to resolve inter-team conflict and project roadblocks
  • Able to conduct root cause analysis to help teams continuously improve their processes to ensure maximum productivity
  • Collaborate with security, architecture, and development teams to ensure secure system and application designs.
  • Serve as the primary interface between government stakeholders, program leadership, and technical teams.
  • Develop and maintain project schedules, risk registers, staffing plans, and status reports.
  • Develop and present status briefs to senior management and government representatives
  • Supports product owner(s) with intra-team dynamics with respect to priorities and scope


REQUIRED SKILLS AND EXPERIENCE:
  • Minimum 5 years of experience serving as a Technical Project Manager supporting Federal/DoD IT programs.
  • Proven experience managing Agile/Scrum engineering workflows in a systems sustainment or IT operations environment.
  • Hands-on background in Systems Engineering, Network Engineering, PKI/PKE Engineering, or Cybersecurity Systems Administration.
  • Strong technical baseline in Enterprise PKI and identity assurance concepts, including:
  • Certificate Authorities (CAs), Registration Authorities (RAs), OCSP, and CRL validation pathways.
  • Hardware Security Modules (HSMs), X.509 certificates, and cryptographic protocols.
  • Windows Server / Linux systems administration, Active Directory, and LDAP integration.
  • Federal cybersecurity compliance frameworks (RMF, STIGs, NIST SP 800-53).
  • Demonstrated ability to translate complex cryptographic and systems engineering challenges into clear action plans for senior government stakeholders.
  • Active DoD Secret or Top Secret clearance or ability to obtain/maintain required security clearances.
  • Bachelor's Degree in Systems Engineering, Computer Science, Information Technology, or a related technical discipline.
  • DoD 8570/8140 IAM Level II or IAT Level II compliant certification (e.g., Security+ CE, CISSP, CAP, CASP+).


PREFERRED SKILLS:
  • Prior experience on federal defense contracts supporting Cyber or Identity Management programs (e.g., Enterprise Directory Services, PKI/PKE, Mobile PKI).
  • Familiarity with COTS/GOTS product integration, custom code maintenance, and cross-domain operational models.
  • PMP (Project Management Professional) or PMI-ACP certification.
  • Direct hands-on expertise with key management, CAC/smart card token infrastructure, or high-assurance hardware security environments.
