Job SummaryAptive is seeking a Technical Engineer to provide guidance and advanced technical engineering expertise supporting the ICE Health Service Corps (IHSC) Health Information Technology Unit (HITU) in the management and monitoring of modernized Health IT programs. This role provides technical oversight, analysis, and advisory support to ensure IT systems are designed, implemented, and maintained in alignment with operational needs, security requirements, and enterprise architecture standards.
The Technical Engineer evaluates system architectures, technical designs, and solution proposals; identifies and assesses technical risks such as scalability, interoperability, and performance; and advises leadership on technical tradeoffs and mitigation strategies. This is a designated Key Personnel position under the contract.
The ideal candidate brings advanced enterprise IT and architecture knowledge and can communicate technical concepts clearly to non-technical decision-makers. This role is advisory in nature and provides technical analysis, validation, and recommendations rather than performing development, configuration, or operational control within vendor-managed environments.
Primary Responsibilities
- Provide advanced technical engineering analysis and advisory support for IHSC enterprise IT systems and infrastructure.
- Evaluate system architectures, technical designs, and solution proposals for alignment with operational, security, and performance requirements.
- Support the review of, and provide recommendations for, enterprise system modernization, integration, and lifecycle management initiatives.
- Identify and assess technical risks, including scalability, interoperability, performance, and sustainability.
- Review and validate technical documentation, system designs, and engineering deliverables.
- Collaborate with project managers, developers, security teams, and OCIO stakeholders.
- Support troubleshooting of complex technical issues affecting multiple systems.
- Advise leadership on technical tradeoffs, risks, and mitigation strategies.
- Ensure technical recommendations align with enterprise architecture standards and best practices.
Minimum Qualifications
- Advanced technical knowledge of enterprise IT systems, infrastructure, and architecture.
- Experience evaluating technical designs, system architectures, and engineering solutions for alignment with operational and security requirements.
- Ability to provide technical oversight and advisory support to leadership and technical teams.
- Strong understanding of system modernization, integration, and lifecycle management.
- Experience identifying and mitigating technical risks, including scalability, performance, and interoperability concerns.
- Ability to review and validate technical documentation, system designs, and engineering deliverables.
- Proven skill troubleshooting complex technical issues across systems and platforms.
- Ability to communicate technical concepts clearly to non-technical stakeholders and decision-makers.
- Ability to obtain and maintain a DHS/ICE fitness determination (public trust) and execute a DHS Non-Disclosure Agreement.
- Legal authorization to work in the U.S.
Desired Qualifications
- Experience supporting DHS, ICE, IHSC, or other federal healthcare IT or EHR modernization (EHRM) programs.
- Experience collaborating with OCIO and vendor stakeholders in a multi-contract enterprise environment.
- Familiarity with enterprise architecture frameworks and federal IT security requirements.
- Understanding of healthcare IT systems, workflows, and interoperability standards.
