Job Summary

Aptive is seeking a Health IT Project Manager to support the ICE Health Service Corps (IHSC) Health Information Technology Unit (HITU) in planning and executing IT and EHR modernization projects that sustain healthcare delivery for individuals in ICE custody. This role oversees and ensures IT-related projects adhere to standard processes and project management best practices across all phases of the project management lifecycle.

 

The Project Manager performs technical and administrative functions across IT initiatives, developing and maintaining project schedules, budgets, and documentation while coordinating interdisciplinary teams and monitoring performance against milestones. This is a designated Key Personnel position under the contract.

 

The ideal candidate combines strong project management discipline with an understanding of enterprise Health IT and federal environments, and can align project objectives with mission priorities while keeping the Government informed of progress, risks, and issues. Recommendations and analyses support Government decision-making; final decisions rest with Government officials.

Primary Responsibilities
  • Oversee project management activities for IT and health service projects, ensuring compliance with federal and agency standards.
  • Develop and maintain project schedules, budgets, and documentation.
  • Coordinate with interdisciplinary teams to support the provision of medical care and development of program initiatives.
  • Monitor project performance, identify risks, and recommend and implement mitigation strategies.
  • Support responses to congressional inquiries and other high-level communications.
  • Provide input for process improvement and policy development.
  • Maintain project records and ensure accurate reporting.
  • Collaborate with stakeholders to ensure alignment of project objectives with organizational goals.
Minimum Qualifications
  • Project management experience required.
  • Demonstrated expertise managing enterprise Health IT programs consisting of multiple interrelated projects spanning clinical, technical, and operational domains.
  • Advanced knowledge of program governance structures, including executive steering committees, decision forums, escalation paths, and performance reporting.
  • Proven ability to develop and manage integrated program schedules, dependencies, cross-Unit coordination, and external stakeholders.
  • Ability to identify, assess, and mitigate program-level risks, including resource constraints, integration dependencies, and operational impacts.
  • Experience producing executive-level briefings, decision memos, and status reports tailored to senior leadership audiences.
  • Demonstrated skill aligning program outcomes to organizational strategy, regulatory requirements, and mission priorities.
  • Ability to operate effectively in environments with evolving requirements and shifting priorities.
  • Ability to obtain and maintain a DHS/ICE fitness determination (public trust) and execute a DHS Non-Disclosure Agreement.
  • Legal authorization to work in the U.S.
Desired Qualifications
  • Project Management Professional (PMP) certification preferred.
  • Experience supporting DHS, ICE, IHSC, or other federal healthcare IT or EHR modernization (EHRM) programs.
  • Familiarity with federal IT policy, healthcare regulations, and federal IT security requirements.
  • Experience coordinating across EHR vendor, OCIO, and other support contracts in a multi-contract environment.
  • Experience with Microsoft 365, SharePoint, project scheduling tools, and reporting/dashboarding platforms.
