Job Summary

Aptive is seeking a Health IT Program Manager to support the ICE Health Service Corps (IHSC) Health Information Technology Unit (HITU) in the internal management and oversight of EHR modernization efforts and related enterprise Health IT programs that span multiple IHSC component offices and functional domains. IHSC operates a complex, nationwide healthcare delivery system, and this role helps direct the programs that modernize and sustain it.

 

This position directs program planning, execution, governance, and performance management, ensuring alignment with operational requirements, regulatory obligations, and executive decision-making needs. It establishes and manages governance structures, integrated roadmaps, and performance reporting while advising senior leadership on status, tradeoffs, and strategic impacts. This is a designated Key Personnel position under the contract.

 

The ideal candidate is an expert in enterprise Health IT and federal program management who can lead large-scale, multi-component efforts, manage risk across dependencies, and translate complex program status into executive-level insight. Program recommendations support Government decision-making; final authority on policy, resources, and acceptance rests with the Government.

Primary Responsibilities
  • Lead the planning, coordination, and execution of enterprise EHR and related Health IT programs that span multiple IHSC component offices and technical domains.
  • Develop and maintain integrated program roadmaps, schedules, dependencies, and milestones across EHR, analytics, solutions development, and infrastructure initiatives.
  • Establish and manage program governance structures, including executive briefings, steering forums, escalation paths, and decision tracking.
  • Identify, assess, and manage program-level risks, issues, and dependencies, developing mitigation and contingency strategies.
  • Oversee program performance metrics, status reporting, and executive-level dashboards.
  • Support acquisition planning, contract execution, and contractor performance oversight in coordination with the COR.
  • Ensure program activities align with federal IT policy, security requirements, and healthcare regulations.
  • Advise senior leadership on program status, tradeoffs, resource needs, and strategic impacts.
Minimum Qualifications
  • Project management experience required.
  • Project Management Professional (PMP) certification required.
  • Expert knowledge of enterprise Health IT systems, including EHR modernization, analytics, infrastructure, and solutions development.
  • In-depth understanding of federal IT policy, healthcare regulations (such as HIPAA and HITECH), and federal IT security requirements.
  • Demonstrated experience leading and directing large-scale, multi-component Health IT programs.
  • Strong strategic planning skills, including developing and maintaining integrated program roadmaps, schedules, and milestone tracking.
  • Proven ability to establish and manage program governance structures, executive reporting, and decision-making processes.
  • Advanced stakeholder engagement and coordination skills across multiple offices and technical domains.
  • Proficiency in risk assessment, mitigation, and contingency planning for complex IT programs.
  • Ability to oversee program performance metrics, status reporting, and executive-level dashboards.
  • Experience supporting acquisition planning, contract execution, and contractor performance oversight in a federal environment.
  • Superior executive communication skills, including briefing senior leadership on status, tradeoffs, and strategic impacts.
  • Ability to obtain and maintain a DHS/ICE fitness determination (public trust) and execute a DHS Non-Disclosure Agreement.
  • Legal authorization to work in the U.S.
Desired Qualifications
  • Experience supporting DHS, ICE, IHSC, or other federal healthcare IT or EHR modernization (EHRM) programs.
  • Experience coordinating across EHR vendor, OCIO, and other support contracts in a multi-contract environment.
  • Experience overseeing program performance metrics, status reporting, and executive-level dashboards in a federal setting.
  • Experience with Microsoft 365, SharePoint, Power BI, and enterprise program/portfolio management tools.
