Job DescriptionProject Manager III Performs complex (journeylevel) project management work. Work involves coordinating the planning and initiation of diverse projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. May direct, assign, and evaluate the work of project staff. Must coordinate the work of responsible parties. Job responsibilities include planning, scheduling, leading, attending, and documenting meetings, and work sessions. Must be involved in implementation planning and should be available during go lives that can be scheduled outside business hours. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.Essential Job DutiesThis position: - Ensure compliance with TDI approved operating procedures. Follows DIR and PMI recommended framework for project management practices. Responsible for project tasks coordination and completion. Mentors other staff/PMs.
- Understands business and technical objectives of a project and works closely with the technical lead, project sponsor, project team and business representatives to initiate projects. Works closely with the project team to identify tasks and deliverables.
- Creates and maintains project documentation, such as charter, business case and project workbook etc. Tracks project schedule, progress, and budget via appropriate metrics. Monitor project related tasks and resources.
- Manages and communicates project scope, deadlines, team responsibilities. Documents risk and develop mitigation plans. Maintains project tasks, issue logs, task estimates, and status and provide timely updates to team members and customers.
- Reviews and refines project related documentation to reflect requirements, design, testing, deployment, source management, issues reported by the business area. Receives timely approvals and plan implementation tasks for deployment into production.
- Represents information technology office on crossfunctional teams; and communicates regular updates to leadership and project sponsors.
- Performs other duties as assigned.
Minimum QualificationsThis position requires: - Graduation from an accredited fouryear college or university with a degree in a field relevant to the assignment.
- Experience in project management in relevant areas of project assignment.
- Two years experience in tracking project schedules using project management software.
- Minimum of two years experience/knowledge of business concepts, practices and procedures related to state government or insurance regulation.
- Regular work attendance.
- Travel may be required for up to 5% of the time. If travel is 10% or over, you must maintain a state of Texas Driver's License.
Note: Education and experience relevant to position requirements may be substituted for one another on a yearforyear basis.
Preferred Qualifications Preferences for this position include:- Professional certification in project management is desirable but not required.
Knowledge/Skills/Abilities This position requires demonstrated knowledge of:- State laws, rules, procedures, and regulations relevant to job requirements.
- Knowledge of project management framework such as those published by Project Management Institute (PMI) or Texas Department of Information Resources (DIR).
This position requires demonstrated skill in:- Problem solving and critical thinking.
- Using Microsoft Office software applications, including Word, Excel, Outlook, and SharePoint.
- Using personal computers sufficient to enter and extract data from related systems and programs such as Centralized Accounting Payroll and Personnel (CAPPS) and other systems required to perform the job.
- Management of medium to large scale IT projects, enterpriselevel projects, including procurement and vendorrelated matters, crossproject resource management.
- Coordinating project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors.
- Providing excellent and courteous customer service both internally and externally.
- Identifying potential project risks and difficulties and designs strategies to mitigate or avoid them.
- Compiling and distributing project information, status reports, and project budget expenditures.
- Interpreting and communicating effectively on complex technical concepts, both verbally and in writing.

- Maintain the confidentiality of sensitive information.

- Interact professionally with a diverse group including executives, managers, technical leads, and subject matter experts.
- Research and document issue resolution.
